Abstract
There has been a phenomenal growth of social security programs throughout

the world. Social security programs have been widely used as measurers for , ,. ',3j

' 3 .alleviating the problems of economic insecurity and poverty. At present , :fi

more than one hundred and ten countries have, adopted one or more 3

social security programs. Each country has tried to implement, develop, and

expand its programs on the basis of its own particular social, political and

economic environment.

Korea has shown a noteworthy economic progress ever since 1962 when

the First Five-Year Economic Development Plan was first implemented.

Since there has been the acute prevalence of poverty in Korea in the process

of industrialization which threatens the security of the society, a careful

attempt was made to propose long-run social security programs planning

based on an analysis of programs in selected countries such as Great Britain,

The United States, Japan, and Malaysia.

A careful attempt was made to focus this study on the analysis of

workmen's compensation programs, simply because the present program of

Korea is actually limited to the workmen's compensation insurance scheme.

The long-run social security programs planning for Korea is divided into

five stages. First stage includes the introduction of well-devised social

assistance program and the reform of workmen's compensation >program,

whereas the second stage starts with the introduction of a long term program

for such social risks as old-age, the premature death of a breadwinner, and

permanent disability. In the third stage a health insurance program is proposed

in order to alleviate the problem of poor health. In the fourth stage a social

insurance program for short-term risks such as short-term unemployment and

short-term temporary disability is suggested. In the final fifth stage, proposed

is the introduction of family allowance program.

In order to improve the workmen's compensation program, the only social security program per se in this country, the areas of the reform are broadly

suggested. First, it is propesed that the basic attitude of the officials of the

program be changed to assure the improvement of service in terms of speedy

settlement of claims, and auditing of payroll.

Second, it is suggested that the level of the minimum benefits be increased

on the basis of the subsistance standard of living. It is also proposed that

the maximum level of benefits be limited to a certain amount in order to

attain social objectives. Third, it is proposed that ,advanced insurance ratemaking

techniques be introduced to justify equity and reasonableness among

the insureds.

Fourth, it is suggested that the insurance trust fund be effectively managed

and invested in order to reduce the cost of the insureds. Fifth, the

cooperation among the medical profession, the government, the insureds and

the employees is emphasized in order to assure the efficiency of the program.

Sixth, the function of industrial accident prevention is emphasized. Seventh,

it is proposed as one way of improving the administration that competition

may be allowed to the private insurance carriers in addition to the present

government carrier. Eighth, it is suggested that inconsistency in the present

law be eliminated. For instances, it is proposed that subragation clause, 10%

surcharge or premium on the ifisurance premium payment clause be abolished,

and that the gap between the benefits specified under the labor standards

act and the benefits provided under the workmen's compensation insurance

act be filled.
