산림의 공익적 기능의 계량화

Abstract

The total monetary value of forests' welfare functions in Korea was estimated up to 27,610 billion won in 1992. The methods for evaluation of six welfare functions including air purification capability were based on cost-based and contingent valuation methods. The resulted monetary amount would be underestimated because functions studied in the study were only a few among many forest welfare functions. It has been well known that forest had the various beneficial functions to the society, such as abatement of noise, protection against wind, which we could not studied in the report. It was assumed that the estimation of forests' welfare functions offered justifiable grounds for the assurance of funds on the better establishment and management of forest resources. It was suggested, therefore, that the external economic effects should be internalized, that is. the forest owners should be reasonably compensated for production of the welfare and the consumers being benefited share the expense for management in some ways.
