정부산하기관의 기관변동에 관한 연구: 석탄산업합리화사업단 구조조정 사례를 중심으로

Abstract

본 연구는 정부산하기관이 외부 환경변화에 대응하면서 변화해가는 기관 변동과정 분석을 목적으로 하였다. 이를 위해 기관해산의 구조조정 시기를 거치는 등 다양한 조직변화를 경험한 석탄산업합리화사업단이 설립기, 구조조정기, 조직전환기를 거치면서 외부환경에 변화에 대응하는 과정, 주무부처와의 관계 등을 분석하였다. 사업단은 설립･성장기에는 주무부처인 산업자원부의 통제와 관리를 받는 전형적인 정부산하기관이었다. 이후 외환위기 경제환경에서 구조조정에 직면하고 석탄산업의 사양화로 핵심 업무인 폐광지원기능이 축소되는 등 위기에 처한 사업단은 대외적인 명분의 약화로 일단 기관을 폐지한다는 구조조정안에 합의하고 3년 유예기간을 확보하려는 전략적 행태를 보였다. 그러나 이후 시간이 흐르고 경제환경이 변화하게 되면서 사업단과 산업자원부는 전형적인 공생관계의 행태를 보이면서 사업단 구조조정 방안을 탄광지역 소요 등 더 큰 정치적 이슈와 연결시켜 기관폐지의 기한을 연장하였다. 기간 연장 이후 2006년에는 새로운 임무가 추가적으로 부가된 광해방지사업단으로 조직을 전환하였다. 사업단 기관변화 사례분석을 통해서 기존 연구들이 전제하고 있는 가설처럼 정부산하기관과 주무부처는 공동의 목표를 공유하고 있으며 조직이 어려운 시기에는 전략적으로 함께 행동하고 있음을 알게 되었다. 또한 행정개혁 과정에서 작은 규모의 조직이라고 하더라도 분명한 목표와 주체가 없는 한 복잡한 이해관계가 얽혀있는 공공조직을 구조조정하는 것이 얼마나 어려운 작업인지 알 수 있었다. This study analyzes the dynamic interaction and strategic response of non-departmental public bodies to cope with the changing environment. This study analyzed the entire life cycle of The Coal-Restructuring Corporations - the establishment stage, the restructuring stage, the transition stage. In the establishment stage, this corporation was a typical non-departmental public body controlled by the government. After the IMF bailout, this corporation was in the restructuring stage. In this stage, this corporation had strategic behavior. This corporation agreed to the dissolution of the corporation after three years, but as the environment has been changing, this corporation connected in a symbiotic relationship with the government. In this way this corporation has utilized disturbance in the coalmining region politically. In the transition stage, this corporation became a new institution with a new mission. We have analyzed the symbiotic relationship between non-departmental public bodies and government. The restructuring process of non-departmental public bodies is difficult even if the target is very small.
