미군정기의 행정과 정책변화의 특성

Abstract

본 연구는 한국행정의 역사적 맥락을 구성하는 미군정시기 제도 형성과정 및 변화의 원인과 특징을 국가위기와 제도론적 시각을 통해 살펴보았다. 주체성위기, 이데올로기 위기와 경제적 사회적 혼란기 하에서 미군정은 한국사회에 미국식 자본주의체제와 민주주의제도를 이식시키고자 했으며 이로 인해 경제정책을 포함한 많은 영역에서 급진적인 변화가 일어났다. 그러나 제도와 정책집행의 주체가 변화되지 않아 그 본연의 취지대로 제도화되고 실행되지 못한 측면이 있다. 미군정기에 도입된 정치행정제도, 자본주의경제체제, 민주주 의적 제도 등은 오늘날의 한국사회 및 행정 전반을 규정하는 제약요소로 작용하였으며 한국현대사의 전형을 이루었다. 국가기구 및 억압기구의 확대와 중앙집권화의 강화 그리고 국가개입 및 통제 문화의 내재화 등이 한국행정사에 부정적인 영향을 미쳤다. 친일 세력과 관료들이 향후 한국사회의 지도층으로 자리 잡는 토대를 마련한 것 또한 문제로 지적된다. 그러나 당시의 경제위기를 극복하고 후진적이지만 시장경제 방향으로 체제를 구축한 것, 한국사회에 서구 민주주의제도를 도입하는 시초가 된 것 등은 긍정적으로 평가할 수 있을 것이다. This study analyzes the characters and changes of public administration and policy under United States Military administration in Korea. South Korea's liberation after World War II led to social and economic confusion and brought about a crisis of identity and ideology. The United States Army established a military government and introduced capitalism and a democratic system in South Korea. During the three years it played an important role as a crisis manager and brought about many radical institutional changes. The institutional changes have become the foundation of the modern state of Korea. On the other hand, there were negative effects, such as the expansion of public organizations especially repressive organs), centralization, the intervention of the state, and the appointment of the pro-Japanese to the military government. However, it is impossible to deny that activities of the American military government were helpful for building and developing the Korean state.
