영미 신공공관리론의 철학적 기원: 로크의 사회계약론 재해석을 중심으로

Abstract

본 연구의 목적은 로크의 사회계약론의 분석에 근거해서 영미 신공공관리론의 기원과 이론에 대한 개념을 고찰해 보는 것이다. 본 논문은 홉스와 로크의 사회계약론의 비교분석을 통해, 국가의 강제력을 통한 절대적인 정부의 역할을 강조하는 홉스의 사회계약론과 정부간섭을 배제하는 시장주의 원칙에 근거하는 로크의 사회계약론의 차이를 검토할 것이다. 로크의 이론과 개념은 영미 신공공관리론의 철학적 기원으로 자유주의 행정시스템의 주요 영역들을 정초했다고 할 수 있다. 로크의 사회계약설의 이론은 자유주의 이념에 근거하는 신공공관리론의 주요개념인 시장주의적인 원리에 부합된다고 언급될 수 있다. 영미 신공공관리론의 주요한 특징인 시장주의 개념은 자유주의 사상의 기원인 로크의 사회계약론의 이론적 토대에 근거한 것이라 분석하였다. The main purpose of this article is to analyze the origin of New Public Management as an administrative theory in Britain and America based on Lockes conception of the social contract. Through a comparative analysis of the social contracts of Hobbes and Locke, it can be argued that the thought of Locke presents the principals of a market system like the natural right of private ownership. On the other hand, the conception of Hobbes is related to the absolute role and function of government for protecting the natural right of security. In other words, the view of Locke accentuated the function and principal of the market system with the conception of a minimal state, while the thought of Hobbes emphasized the role of a strong administrative state. Thus, it seems reasonable to suppose that Locke's idea is essentially coincident with the market principle of the doctrine of New Public Management, based on a pluralistic administrative system. To a great extent, it is meaningful to note that the conception of the liberal administrative system basically originated with Lockes theory of the social contract.
