커뮤니케이션이 정책 이해에 미치는 영향: 미디어 이용 및 토론 참여를 중심으로

Abstract

시민들이 정부정책에 대한 충분한 정보와 이해를 바탕으로 합리적인 의사결정을 내리고 있는지 여부는 민주주의 성패를 가늠하는 중요한 요건이다. 본 연구는 정부 정책에 대한 이해도에 영향을 미치는 요인으로써 미디어 이용과 토론에 대한 참여의 문제를 살펴보았다. 1,215명의 전국 성인남녀를 대상으로 한국정책지식센터가 조사한 시민의식도 자료를 사용하여 분석한 결과, 일단 성, 연령, 교육정도, 정치성향, 정부신뢰가 정책이해에 유의한 영향을 미치는 것으로 나타났다. 즉, 남성일수록, 연령이 많을수록, 교육수준이 높을수록, 보수족일수록, 정부를 신뢰할수록 정책이해도가 높았다. 또한 정책에 대한 이해는 TV나 인터넷과 같은 뉴미디어 또는 영상미디어의 이용보다는 신문읽기를 통해 증가하는 경향을 보였다. 인터넷 토론 공간에 참여한다고 해서 정책에 대한 이해가 많아지지는 않은 반면, 가족, 친구, 직장동료 등 주변사람들과 사회문제에 대해 자주 이야기를 나눌수록 정책 이해도가 높았다. 인터넷 토론 공간에의 참여가 아니라 주변 사람들과 대안간 커뮤니케이션이 정책에 대한 이해와 관계가 있는 것으로 나타난 것이다. 본 연구의 결과는 숙의 민주주의의 본질적인 조건인 커뮤니케이션의 양방향성 및 의견을 달리하는 사람들과의 대화가 정책 이해도를 높이는 데에도 중요한 역할을 한다는 점을 시사한다. This study examines the relationship between the level of policy understanding and media use and discussion. This study analyzes factors that influence the level of policy understanding using the Citizen Perception Survey of Knowledge from the Center for Public Adminishation and Policy. It was found that gender, age, education, political inclination, and trust of government influences the level of policy understanding, as expected. In addition, the time spent reading a newspaper, but not that watching TV or using the Internet, influences the level of policy understanding in a positive way. Participation in Internet discussion groups was not found to be related to the level of policy understanding. The frequency of being engaged in private conversation with friends, family, and co-workers, however, was found to positively influence the level of policy understanding. The findings of the study demonstrate the importance of private, face-to-face communication in policy-related processes.
