시범사업에 관한 탐색적 연구: 보건복지가족부 사업을 중심으로

Abstract

본 연구는 시범사업에 관한 탐색적인 연구이다. 시범사업은 "본 정책의 전면적인 집행에 앞서 정책의 효과성을 검증하고 공공자원의 낭비 등을 피해 정책의 효율성을 높이는 것을 목적으로, 특정 정책의 효과나 작동기계를 사전에 측정 또는 관찰하기 위한 엄격한 사전설계를 바탕으로 집행되는 비교적 작은 규모의 사업"으로 정의할 수 있다. 시범사업의 정부의 전 영역에서 널리 쓰이고 있음에도 불구하고, 정책 현장이나 정책연구에서 그동안 시범사업에 대한 학문적, 체계적인 분석은 소홀히 다루어졌다. 본 연구에서는 이러한 문제의식하에 이론적인 차원에서는 시범사업이 증거에 기반한 정책과 정책학습의 이론적 틀에서 이해될 수 있음을 주장하였으며, 시범사업의 정의와 정책과정에서의 위상, 그 특징과 장애요인을 정리하고, 시범사업과 관련된 법령을 분석하였다. 아울러 실증분석을 위해 보건복지가족부 사례를 중심으로 시범사업의 현황, 내용, 평가보고서 등을 분석하여, 시범사업에 대한 제도적 장치의 미흡과 평가결과의 체계적 관리부채 등을 파악하였다. 아울러 시험사업 평가주체의 독립성에 대한 위협과 평가설계의 취약성 등도 지적하였다. This research is an exploratory study on pilot projects. A pilot project is defined as a relatively small project implemented prior to a main project with the purpose of verifying the effectiveness and increasing the effiaency of the related plicy. Although pilot projects are widely implemented by various departments in Korea , there have been few studies and little analysis of them. It is suggested in this study that a pilot project could be better understood through the framework of evidence-based policy and policy learning. This paper provides a conceptual: design of pilot projects in the context of policy-processes and analyses characteristics of pilot projects. The factors which hamper proper evaluation of them are also discussed. Based on the theoretical framework, the pilot projects from the Ministry for Health, Welfare and Family Affairs in Korea are analyzed. The lack of institutiona1 arrangements and the inadequate management of evaluation results related to pilot projects were found. In addition, it was found that the independence of evduators is weakly protected and that evaluation designs are not strong enough to lead to sound conclusions.
