군사시설 이전에 따른 갈등관리 전략

Abstract

군사시설에 대한 사회적 기피현상으로 인해 중앙정부, 지자체 및 지역주민, 군 간에 갈등이 확산되고 있어 국가차원의 대책마련이 시급한 실정이다. 갈등해결 방법으로서 군사시설의 이전을 전제로 할 때, 사업추진에 필요한 소요부지 및 예산확보가 관건이 된다. 이 연구에서는 중앙정부 이전사례를 선정, 분석하였는데, 이전에 필요한 소요부지 및 예산확보, 사업시행 등의 여건마련과 갈등해소 측면에서 중앙정부 및 지자체에 의한 이전사업 추진전략이 바람직한 것으로 나타났다. 사례분석에서 나타난 시사점을 바탕으로 이전사업 활성화를 위한 정부차원의 정책적 대안마련과 군의 자구책 마련을 위한 다각적인 노력이 필요하다는 점을 제안한다. These days, a conflict over unwanted (NMBY syndrome) military facilities has increased between the central government, local governments, local residents, and military authorities. Therefore, it is urgent for the Korean government to find a solution. When military facilities are relocated, it is critical to secure the budget and acquire the land for new military facilities. This study has chosen and analyzed previous studies on the relocation of militaty facilities after classifying them into centralgovernment-led, local government-led and military authority-led strategies. According to the analysis, central government-led and local government-led strategies were desirable in terms of securing the budget and land for new military facilities and in resolving conflicts between the concerned parties. However, it is necessary to continue to put diversified efforts into preparing government policies and planning to promote the proposed relocation of military facilities .
