행정학 연구에서 사용된 내용분석법의 방법론 분석: 한국행정학보 게재 논문(1991-2005)의 사례

Abstract

내용분석은 역사적 비교론적 연구가 가능할 뿐만 아니라 절차적 오류에 대한 재검토가 가능할 정도로 안전한 방법론이기 때문에 사회과학 분야에서 유용성이 높은 것으로 알려져 있다. 그럼에도 불구하고 분석자의 자의성 개입에 따른 신뢰성의 결여와 같은 내재적 한계로 말미암아 이 기법의 실제 활용도는 높지 못하다고 한다. 이 연구는 내용분석의 방법론적 특징을 염두에 두고 행정학 연구에서 이 기법이 어떻게 적용되고 있고 또 어떤 방법론적 문제점이 있는지를 분석한 것이다. 내용분석법을 적용한 한국행정학보 게재 논문을 개별 분석단위로 하였고, 내용분석의 기본적인 절차에서 제기될 수 있는 몇 가지 쟁점을 토대로 분석기준을 설정하였다. 분석 결과 대다수의 사례가 분석단위와 기준의 설정, 코딩 방법, 기타 신뢰도 측정 등 내용분석에 관한 기본적인 사항을 보고하지 않아 문제가 있는 것으로 나타났다. 분석에 이용된 사례의 수가 많지 않고 또 일부는 내용분석을 다른 연구 방법과 병용하고 있기 때문에 분석결과를 토대로 단정적인 주장을 하기가 어려울 수 있다. 하지만 밝혀진 특징과 문제점은 추후 행정학 분야에서 내용분석법의 적용과 발전을 위한 중요한 계기가 될 것으로 판단하였다. Content analysis is a very useful research method as it has advantages for contributing to social science studies. Content analysis makes historical and comparative studies feasible and is a very safe method enough to review errors in the procedural stage. Nevertheless, an intrinsic limitation is the lack of reliability, which is mostly caused by analyst intervention bias and leads to the underutilization of this method in actual studies. Taking these facts into consideration, this study analyzed some problems with the procedural and methodological aspects of content analysis applied to public administration studies. Thirty-nine articles were sampled from the Korean Public Administration Review and categories for analysis were established based on several issues that could be posed on the basic procedures of content analysis. Although most of the sampled articles used content analysis as a secondary research method, there were some errors of not reporting basic information, such as units and the creation of categories, coding method, and reliability-related figures. Since an insufficient number of examples employing content analysis exist, a clear conclusion is hard to draw. However, the characteristics and issues verified can act as an opportunity for the further application of this method in public administration studies
