예산결산특별위원회 상설화의 효과에 관한 실증적 연구: 예결위상설화는 기대효과를 발휘하고 있는가?

Abstract

국회는 예산심의가 보다 충실하게 이루어지고 행정부의 예산평성에 대한 국회의 통제를 강화하기 위해 2000년 5월 30일 예산결산특별위원회를 상설화 하였다. 그동안 예산결산특별위원회 상설화가 국회의 예산심의와 관련하여 기대효과를 나타낼 수 있을지에 대한 우려가 적지 않았다. 이 논문은 예산결산특별위원회 상설화가 기대효과를 발휘하고 있는지를 실증적으로 분석함으로써 이러한 의문에 답하고자 시도되었다. 재정년도를 기준으로 1979년부터 2007년까지 행정부가 제출한 예산에 대한 국회의 총 수정비율, 순 수정비율, 예산결산특별위원회 회의일 수 그리고 법정 예산확정일 지연일 수에 대한 회귀분석 결과에 따르면 총 수정비율, 순 수정비율, 법정예산확정일 지연일수는 예산결산특별위원회사설화에 의해 영향을 받지 않거나 오히려 기대와는 반대의 효과를 나타내는 것으로 나타났다. 반면, 예산결산특별위원회 회의일 수 증가한 것으로 추정되었다. 따라서 예산결산특별위원회 상설화는 아직 기대효과를 충분히 발휘하지 못하고 있는 것으로 결론지을 수 있다. May 30, 2000, the National Assembly passed a bill that makes the Special Committee on Budget and Accounts in the National Assembly operate year-round instead of only during a regular session. The reform was expected to make budget deliberation in the National Assembly more faithful and to strengthen the control of the budget by the National Assembly. All the while, there has been some question as to whether this reform has been effective or not. The purpose of this study is to answer the question through empirical analysis. The results suggest that the reform have had no effect or a negative effect on the gross revised rate of the budget, the net revised rate of the budget and the number of days overdue after the legal budget deadline. On the contrary, the number of the committee meeting days has been estimated to increase. This shows that the reform did not work out as expected.
