정책 PR 네트워크 모형을 통한 정책 관계관리에 관한 연구: 정책·PR·네트워크 이론의 학제간 접근을 중심으로

Abstract

다양한 이해관계가 복잡하게 얽혀있는 정책과정을 관리하기 위한 이론적 노력으로서 본 연구는 기존의 연구에서 다루지 않았던 정책학, PR(Public relations), 네트워크 이론의 상호관계에 대한 논의를 통한 학제간 접근을 시도한다. 이를 바탕으로 공공정책관리를 위한 새로운 접근법인 정책 PR 네트워크 모형을 제시한다. 정책 PR 네트워크 모형은 실무차원에서 전략적으로 사용할 수 있는 중범위 수준에서의 이론적 틀로서, 공중들의 특성(공중세분화)과 네트워크 속성기준(밀도와 상호관계정도)에 따라 세 가지 네트워크 지역으로 나눠진다. 본 논문은 각 네트워크 지역의 특성, 구성원, 그리고 네트워크 관리의 측면에서 세 가지 지역에 대한 논의를 하였다. 마지막으로 본 연구의 한계 및 미래연구에 대하여 논의하였다. This study examines public policy through an interdisciplinary approach using three theories policy science, PR communication, and network theory. Theoretical discussions of interrelations between the three theories result in the policy PR network model which is a new approach to complex policy processes. The policy PR network model is composed of three regions that are divided into two criteria. The first criteria is network density or the degree of interdependency from the network model and the second is the property of public policy from the public segmentation model. This paper also proposes characteristics of the new model and its practical implications in terms of network management strategies according to the specific regions. Finally, this study ends with the limitations of the study and implications for future studies.
