지방자치제 도입이 지역 간 재정형평성에 미치는 영향에 관한 실증연구

Abstract

지방자치 실시가 지역간의 재정형평성에 어떠한 영향을 미치는 지는 매우 중요한 문제로 인식되고 있다. 그러나 그 동안의 연구들은 상반되는 결론을 보여준다. 어떠한 연구들은 지방자치 실시로 재정형평성이 제고되었다고 주장하고, 다른 연구들은 그것과 반대되는 분석을 내 놓았다. 이와 같은 대립되는 견해들에 대하여 보다 명확한 답을 구하고자, 본 연구는 1982년부터 2007년까지 전체 광역 및 기초자치단체 자료를 사용하여 연도별 지니계수를 도출한 다음 이를 종속변수로 하여 회귀방정식을 추정하였다. 그 결과 지방자치제도의 본격적인 부활 이후 재정형평성은 제고되었으나, 이것은 지방자치제도의 실시로 인한 것이 아니라 단지 시간의 흐름에 따른 영향 때문이라는 것을 알 수 있었다. 따라서 지방자치제도의 실시가 지역간의 재정형평성에 체계적인 영향을 미치지는 않는다고 할 수 있다. The influence of the enforcement of the local government system on the financial balance between regions is recognized as a very important issue. However, previous studies have concluded the opposite. Some studies have insisted that the enforcement of the local government system has increased financial balance, and others suggest the opposite. To get a more definite answer to resolve these opposing conclusions, this study deduced the Gini index in each year between 1982 and 2007, with data from all the metropolitan areas and basic autonomous entities and then calculated a regression equation using this as the dependent variable. According to this, financial baiance has increased since the real revival of the local govemment system, but this is caused by other factors, not by the enforcement of local government system. Therefore it can be considered that the enforcement of local government system does not hove a systematic influence on the financial balance between regions.
