사회적 합의형성에 관한 이론적 소고: 분석틀과 정책적 함의

Abstract

오늘날 합의형성과정은 커다란 사회적 쟁점이 되고 있으며, 그 이유는 합의형성이 단순히 사회구성원간의 네트워크를 통해 동의를 얻는 방식이라서가 아니라 현대 사회의 급격한 변화 및 불확실성을 극복하기 위한 보편적 대안이기 때문이다. 이 글은 합의형성의 분석틀에 대해 이론적으로 조망하고 이를 통해 합의형성기제의 특성과 질을 고찰함으로써 사회갈등을 제어하고 합의를 도출할 수 있는 정부의 역할과 정책적 방안을 모색하고자 한다. 사회갈등과 합의형성의 연결고리에 대한 분석은 합의형성의 유형적인 결과뿐만 아니라 무형적인 결과에 대한 평가를 가능하게 해 주며, 합의형성에서 필연적으로 발생하는 피드백효과와 관련하여 유용한 틀을 제공한다. 사회갈등의 해소를 위한 정부의 역할은 전통적으로 위계질서적인 관료조직체의 특성을 갖고 있지만 시장기제와 네트워크 사회로부터 커다란 도전에 직면하고 있으며, 따라서 제도 및 관계의 사회적 맥락에 기초한 사회적 포용성과 참여를 필요로 하게 된다. 분석결과는 합리적 선택을 지향하는 사회구성원이 공공선을 지향하는 주어진 사회체계에 어떻게 적응하느냐의 여부가 중요하며, 합의형성의 과정과 결과는 공동체의 구조적 원리뿐만 아니라 복잡체계 및 의사소통의 합리성의 기준에 의해 평가할 수 있음을 보여준다. This paper attempts to specify the framework for consensus building in a developing country, dealing with a modified public choice theory. Much of the theoretical diagnosis is related to the rationales of conflict and consensus linkages and the role of the state in high quality agreements, which are beyond the alternative dispute resolution approach. This research examines the nature and conditions of conflict, the players in conflict, the effect and process of consensus, and possible strategies for consensus building. The analysis weighs the influence of the state, and falls broadly within the realm of complex adaptive systems, reaching in a contingent direction toward the public good. It is proposed here that a consensus building framework be evaluated by complexity science and communication rationality as well as community principles. It suggests developmental strategies and policy implications, which is critical to the formation and evaluation of social consensus.
