정책평가와 활용: 정치심리학적 관점에서

Abstract

좋은 정책평가를 판단하는 기준은 다양하겠으나 궁극적으로 평가결과의 활용 여부에 의하여 결정될 것이다. 그러나 국내외의 많은 관련 연구들은 규범적 기대와 달리 평가결과의 활용이 높지 않다는 연구결과를 발표하고 있으며, 실무자들 역시도 정책평가를 포함한 정책정보의 유용성에 의문을 제가하고 있다. 이런 현실적인 상황에서 정책평가를 포함한 지식활용 분야가 직면하는 문제는 평가결과 활용에 어떤 요인들이 작용하는 지를 규명하여 실질적으로 평가결과 활용을 제고할 수 있는 수단을 연구하는 것이다. 이러한 노력은 적합한 이론을 개발하여 정책평가를 포함한 지식활용 분야가 독립된 학문분야로서 성장하기 위한 조건이라고 본다. 이 연구는 정책평가 결과물이 정책과정에서 어떻게, 왜 활용되는가라는 기본 질문에 관심을 가지고 시작하였다. 특히 기존 평가활용 연구들이 지니는 문제점 중 이론 구축의 미흡함에 주목한다. 정책평가를 포함한 지식활용 분야가 현재 필요한 것은 체계적이고 인과적인 방식으로 중요하다고 가정되는 변수들을 충분히 규명하고, 특히 변수들 간의 관계에 대한 인과성 및 인과구조에 대한 엄밀한 분석이다. 이 연구는 바로 이론 구축과정에서 논의될 변수가 충분한지에 대한 하나의 답으로 미시적 차원의 변수로서 정책결정자의 심리적 과정을 스키마(schema)라는 개념을 통하여 살펴보았다. Various criteria can be used for judging what a good policy evaluation is. Most importantly, whether findings of policy evaluation are utilized or not is a critical factor in such a judgement. Voluminous studies, however, indicate Mat policy evaluation is not used as much as it is expected. This phenomenon is also true for practitioners. Under the circumstances, one of the major issues facing the field is to identify a set of factors affecting use of policy evaluation and, thus, to suggest possible measures for enhancing use of evaluation results. Intellectual endeavors like this will eventually lead to theory building in the field, which is a critical condition for the growth of the field. This study intends to examine the following question: What factors are involved in use of policy evaluation and how are they related? In so doing, this study tries bo revisit the theory building efforts in the field from a different perspective. What is needed for the field of knowledge utilization in general and use of policy evaluation in particular is to identify a set of factors in a more systematic way and to establish a theoretically and/or empirically acceptable causality of them. To this end, this study is interested in examining so-called psychological processes of policy makers in utilizing policy evaluation by introducing the notion of schema and scripts.
