비영리-정부조직간 공식계약관계에 대한 연구: 미국 피츠버그시 사회서비스 공식계약 연결망을 중심으로

Abstract

본 연구는 비영리조직-정부기관간의 공식계약 관계를 사회연결망 관리의 관점에서 분석한다. 미국의 피츠버그시의 비 영리조직을 대상으로 설문조사를 하여 분석한 겨로가, 조직간 관계의 한 종류로써 비영리-정부간 공식계약관계는 과거의 단순하고 직접적인 관계가 아닌 복잡하고 간접적인 연결망의 형태로 이루어져있음이 밝혀졌다. 또한 정체 연결망의 측면에서 중요한 조직과 개별 하위집단에서 전략적으로 중요한 조직들이 존재하는 것이 밝혀졌다. 전체연결망에서 다른 조직으로부터 접근성이 가장 높기 때문에 중요한 조직은 공식계약 연결망에서 가장 중요한 재원을 가지는 조직들이었으며, 하위집단에서 전략적으로 중요한 조직들은 중요한 재원을 소유한 조직들과 다수의 나머지 비영리 조직의 중간에서 이 둘 간의 관계를 조정/중재하는 역할을 하는 것으로 밝혀졌다. 본 연구의 의의는 기존연구들에서 논의되었던 비영리-정부간 관계에 부합되는 증거들을 제시하였으며, 이를 통한 실무자와 정책결정자에게 유용한 정보를 제공하며, 궁극적으로 미래연구를 위한 기초자료를 제공한다는 데 있다. The main focus of this study is on formal contract relationships between the public and nonprofit sector. This study used the survey collected from nonprofit organizations in Pittsburgh, Pennsylvania, US. In order to analyze structural features of formal contract relationships, this study used social network analysis. The results of the study can be summarized as follows. The formal contract structure between the two sectors is turned out to be the indirect and complex network in which a couple of broker nonprofit organizations are important players between public agencies and foundation (i.e., the main source of formal contracts) and the rest nonprofit organizations. The contribution of this study is to provide useful policy implications to practitioners. But also, this study expects thai. main findings of this study will be useful hypotheses for future studies in the academic world.
