정책사례연구에 대한 방법론적 논의

Abstract

이 연구는 2004년도 한국정책학회보지에 수록된 35개의 정책사례논문을 대상으로 사례연구설계 방법론에 기초한 평가를 수행하였다. 평가기준으로는 논리적 추론과정 및 타당성과 신뢰성을 설정하였다. 분석결과, 소수의 논문을 제외하고는 대부분의 정책사례연구가 사례연구의 초보적 수준인 기술적·탐색적 연구에 머물러 있음을 확인할 수 있었다. 정책을 대상으로 한 사례연구방법이 경험적·과학적 연구방법으로서의 지위를 획득하기 위해서는 상기의 두 가지 기준들을 엄격하게 충족시킬 수 있도록 방법론이 보강되어야 할 필요가 있다. 그럼에도 불구하고 사례연구는 인지적 지식을 기를 수 있는 방법으로서 행태주의에 기초한 계량적 연구에서는 한계가 있는 해석적 연구를 가능하게 하므로 나름대로의 유용성은 담보된다. 행정학이나 정책학 분야에서 커지고 있는 사례연구의 중요성에 비추어 본다면, 사회현상의 맥락과 복잡성을 보다 더 잘 드러내줄 수 있는 사례연구방법론이 개발되어야 할 것이다. This paper analyzed thirty-five published articles on policy cases researches in the Korean Policy Studies Review, 2004. Also the case studies were evaluated according to indicators: (1) the process of carrying out the policy case studies for the logical inference, and (2) validity and reliability of the case research design. We found that most of articles examined, except a few ones, were exploratory and descriptive level research. They are far below the level of empirical and scientific status. Nevertheless the case studies permit interpretative research to raise discerning intelligence which is hard to gain by quantitative research based on behavioralism. In the area of public policy and administration, high level of case studies are essential for finding more specific knowledge and building base for new theories. The present level of research in the Korean scholars should be upgraded in methodology of handling policy cases.
