KT 민영화의 정책효과 분석에 관한 연구: 이해관계자 모델을 중심으로

Abstract

기존 공기업 민영화의 성과에 관한 연구는 민영화로 인하여 기업의 생산성 및 경제적 효율성에 어떠한 효과가 발생하였는가를 주로 살펴보고 있다. 그러나 민영화는 일개 기업의 생산성 증대를 위한 조치가 아니라, 일반적인 정책과 같이 정책의 수혜집단이 존재하고 손실집단이 존재하며, 궁극적으로는 사회 전체의 효익을 증대시키고자 하는 정책의 일환이다. 따라서 민영화 정책의 효과를 보다 적절히 파악하기 위해서는 해당 사업체의 생산성만이 아니라 다양한 측면에 대한 검토가 필요하게 된다. 본 연구는 이러한 문제의식 하에서 KT 민영화와 관련된 정책 주제 및 정책 대상 등 주된 이해관계자들에게 미친 효과를 분석하였다. 분석결과, KT 민영화는 KT 기업에는 부정적인 영향, 경쟁기업, 소비자, 관료집단에게는 중립적인 영향을 끼쳤으며, 정치집단에 주된 편익을 미친 것으로 파악되었다. 이러한 분석 결과는 한국의 민영화가 해당 기업의 경제적 효율성을 위해서 추진되었다기보다는 정치적 이익에 의해서 추진된 면이 강하다는 점을 시사하는 것으로, 한국에서 추진되었던 민영화가 어떠한 성격을 보유하고 있는지를 이해하는데 보다 넓은 관점을 제시해준다 하겠다. Existing studies on the outcome of privatizing public enterprises have mainly explained the changes of their productivity and economic efficiency. However, Privatization is not a way of expanding the productivity of company, but a policy which has both beneficial groups and loss groups like other policies. And at last it would increase the total profits of social. So, We need to examine it not only in its productivity but also in various angles to find out the effect of privatization. The purpose of this study finds how KT privatization affected their stakeholders. The result shows that through KT privatization KT brought negative influence, competitive companies, consumers, officials have little effect, while it gave political groups some gains. This means that privatization in Korea has been proceeding not for the economic efficiency but for political goal. This results can give us another view on the privatization of Korea.
