지역혁신시스템과 제도의 정합성: 경기도 사례를 중심으로

Abstract

지역혁신정책은 지역 내 산업의 특수성과 맥락적 특수성에 기초한 가운데 기업조직들의 보편적 특성을 엄밀하게 고찰하는 작업으로부터 출발하여야 한다. 그러한 작업을 거치지 않고 획일적·확산적 사업 구축만 맹목적으로 지향할 경우 정책적 오류 혹은 실패의 위험성이 클 수 밖에 없다. 최근에 관심이 집중되고 있는 지역혁신시스템 구축에 관련된 중앙정부와 지방정부의 제도적 개선에 관한 노력도 이러한 관점에서 상당한 문제점을 노출하고 있다. 그래서 본 연구에서는 경기도의 지역혁신시스템 구축과 관련된 사례를 통해서 새로운 제도의 도입 또는 개선과정에서 발생할 수 있는 정책적 오류의 위험성을 제도의 정합성 관점에서 분석하였다. 이것은 곧 기존 제도의 수정 및 새로운 제도의 도입과정에서 반드시 계획되어야만 하는 제도적 효율성 또는 실효성을 강조하고 제도의 목적달성을 위한 본질적인 노력을 강조하려는 것이다. The allure of science and technology has sparked a number of policies to create or generate innovativeness in local regions of most countries. As more regions and nations see technological capacity as a logical direction for their future development, there is a greater need to explore the link between science and technology policy and regional development. Those case of policy is an regional innovation systems in local areas. But such a policy involves a lot of risk or is little hope for success. Because, RIS have no regard for temporal congruence of institutions like such a context of institutions and a distinctiveness of the region. Thus, this study has some aims. The first is to identify the existence of linkage between science and technology policy and regional development. The second is to explain the relative importance of temporal congruence on the establishment of regional innovation systems in local areas. In order to accomplish the research objectives, this study employs a case of Gyunggi province. The results of case study provide support for the argument that the local government needs to take a greater role in developing the RIS. The scientific and technological capability of a local area has a significant effect on the incidence of regional development. It has prompted a more long term perspective about regional development. The fundamental problem for local policy is that not all variables are manipulable by policy, or are alterable only over the long run and after substantial investment.
