Abstract
This paper is based on the previous papers which covered the following aspects of negative bureaucratic behavior in Korea: 1. Concept of Negative Bureaucratic Behavior, by Professor Hae-Dong Kim 2. History of Legal Fight Against Negative Bureaucratic Behavior in Yi Dynasty, by Professor Dong-Suh Bark 3. Negative Bureaucratic Behavior and Development Revenue Raising Agency: Cases of National Tax Office, by Professor Sin-taek Kang 4. Negative Bureaucratic Behavior and Development Revenue Sending Agencies: Cases of Construction, by Professor Wha-Joon Rho 5. Negative Bureaucratic Behavior and Development Regulatory Agencies: Cases of Health Administration, by Professor Suck-Hong Oh 6. Administrative Measures for Controlling Negative Bureaucratic Behavior: The Conter-Corruption Campaign of the Korean Government, by Professor Suck-Hong Oh In the following section, we will briefly describe the initial research objectives with a slightly modified conceptual framework for the derivation of the conclusion, and then present a summary and conclusion with the emphasis on the possible causes and impact of corruption as well as on the effectiveness of the controlling measures against those negative bureaucratic behavior.
