Abstract
본 연구에서는 기존의 네트워크 거버넌스의 조건들을 종합하여 주요 조건들을 도출하고 이를 제도분석틀에 적용하여 행정사례를 분석함으로써 네트워크 거버넌스의 운영을 제고하기 위한 정책적 함의를 모색하였다. 이에 대한 사례로는 초기 비공식적 네트워크로 운영되다 이후 공식적 네트워크화된 부산시 온천천의 하천환경개선사업을 분석하였다. 기존의 이론적 논의를 종합적으로 검토한 결과 네트워크 거버넌스의 조건으로 물리적 속성에는 ①자연조건, ②수요의 불확실성, ③문제의 복잡성, 제도의 속성에는 ①권한규칙, ②감시와 제재장치, ③갈등해소장치, ④투명성 확보장치, 공동체 속성에는 ①공통된 목적, ②이해관계의 동질성, ③상호의존성, ④사회자본, 행위자의 속성에는 ①참여자의 다양성, ②참여자의 독립성, ③참여자의 전문성, ④참여자의 유연성, 그리고 행동의 장의 속성에는 ①네트워크 형태, ②네트워크 관리자, ③지속적인 상호작용, ④개방성, ⑤접근성 등을 구성요소로 한 제도분석틀이 설정되었다. 이 사례에 대한 질적연구에서 발견한 정책적 함의로는 첫째, 수요의 불확실성은 정부가 네트워크의 형태를 결정하도록 하는 중요한 요인으로, 수요의 불확실성이 높을 때 정부는 수평적 형태의 네트워크를 취하지만, 수요가 확실할 때에는 수직적 형태의 네트워크를 취함으로써 관료제 방식으로 운영하려 하였다. 둘째, 공식적 제도의 중요성이다. 특히 비공식적이었던 네트워크가 공식화되었을 때, 제재장치 및 갈등해소장치 등의 제도들도 반드시 공식화되어야 한다. 셋째, 수평적 네트워크는 거버넌스의 운영과 결과에 있어서도 성공적이었던 반면, 수직적인 네트워크 형태는 그렇지 못하였다. 따라서 네트워크 거버넌스에 있어서 참여자들간의 관계는 반드시 수평적이어야 한다. This study explores the conditions of network governance applied to the movement to save the Oncheon River in Busan. It can be divided into two periods. One is the informal network period horizontally managed by NGOs/local government and the other is the formal network period (Busan river movement) vertically managed by government. To do this, the factors working as the conditions of network governance were determined from the outcomes of previous studies and the factors were arranged into the five attributes of the IAD framework. As the conditions of network governance among the IAD framework, physical attributes are ① social-material conditions, ② demand uncertainty, ③ task complexity, rules are ① authority rules, ② monitoring and regulation rules, ③ conflict dissolution rules, ④ transparency ensuring rules, attributes of the community are ① sharing a common goal, ② homogeneity of interest, ③ interdependency, ④ social capital, and attributes of participants are ① diversity of participants, ② independence of participants, ③ specificity of participants, ④ flexibility of participants. and the action arena consists of ① shape of network, ② network manager, ③ constant interaction, ④ openness, ⑤ accessibility. Some policy implications as a result of the qualitative analysis are first, demand uncertainty is an important factor for governments in deciding the shape of network. The network takes a horizontal form when demand uncertainty is high. Second, formal rules are needed, especially in formal network governance. Third, horizontal networks make successful operations and governance outcomes but vertical networks do not. Thus, participant relationships in network governance should be horizontal.
