일반논문 : 건강가정복지서비스의 운영형태에 따른 성과평가: SERVQUAL기법을 중심으로

Abstract

최근 건강가정에 대한 관심이 높아짐에 따라 각 지자체에 설립된 건강가정지원센터는 다양한 건강가정복지서비스 관련 프로그램을 운영하고 있다. 건강가정지원센터를 통한 건강가정복지서비스는 성과지향적인 서비스의 제공이 중요하며 이를 위한 적절한 성과평가는 필수적인 요소이다. 이를 위해 SERVQUAL 기법을 중심으로 건강가정지원센터의 성과를 평가해 보고, IPA분석을 통한 관리전략적 측면을 살펴보았다. 종합적으로 볼 때, 직영 건강가정지원센터가 민영에 비해서 각 지표별 기대수준과 만족수준 모두 높게 나왔지만, 기대수준에 대한 상대적 만족수준은 민영이 더 높은 것을 알 수 있다. 따라서 SERVQUAL 기법이 제시하였듯이 프로그램 이용 전 기대수준보다 이용 후 만족수준의 갭 차이가 큰 민영 건강가정지원센터가 직영보다 질적인 면에서 보다 나은 성과로 인식되고 있는 것으로 볼 수 있다. 한편 IPA 분석결과 직영과 민영 모두 유형성과 공감성 요인에 대한 개선 노력이 필요한 것으로 나타났다. Healthy Family Support Centers provide various family support services to community family members. This study tries to evaluate the performance of healthy family welfare services offered by the public and private healthy family support centers comparatively using the SERVQUAL method and explore the management strategies through Importance Performance Analysis (IPA). The study shows that satisfaction levels were higher than expected with statistical significance regarding five overall service quality factors, suggesting that users of both types of centers have good perceptions of service quality. However, it is found that users of the private centers generally show better perceptions of service quality than those of public centers. An IPA indicates that the two types of centers show good performance levels except for the factors of tangibility and empathy. Efforts should be made to increase user satisfaction for tangibility and empathy over both types of the centers.
