일반논문 : 민원행정서비스 만족도에 대한 투명성 효과: 직접 및 조절인가, 공정성을 통한 매개인가?

Abstract

본 연구는 민원행정서비스와 관련하여 투명성, 공정성 및 만족도에 대한 민원인들의 인식을 조사하고, 이를 바탕으로 투명성이 공정성과 만족도의 관계에서 어떤 역할을 하는가를 분석하였다. 연구문제는 세 가지로 요약된다. 첫째, 민원행정서비스 만족도에 공정성과 투명성의 기여는 어느 정도인가? 둘째, 투명성은 직접 영향을 주는 독립변수인가? 아니면 조절적 역할, 즉 투명성의 만족도 효과는 공정성과의 상호작용을 통한 것인가? 그리고 셋째, 공정성의 매개적 역할을 통한 투명성의 만족도 효과는 무엇인가? 즉 만족도 증가에 투명성의 간접적 역할은 유의한가? 이상의 질문에 답을 얻기 위해, 서울시 3개 구청 민원실을 출입하는 민원인들을 대상으로 설문조사를 실시하였다. 분석 결과, 투명성의 만족도 효과는 주로 독립변수로서 직접적인 것과 공정성의 매개를 통한 간접적인 영향에 의한 것으로 나타났고, 상호작용을 통한 조절 효과는 부분적이었다. 투명성 차원 중에서는 ``이해`` 투명성의 만족도 효과가 가장 컸다. 이러한 결과는 민원행정서비스 만족도를 높이기 위해 투명성 전략을 채택하는 경우, ``이해`` 투명성 개선에 초점을 둔 접근이 필요함을 의미한다. 투명성의 만족도 효과에 관한 이론의 정교화(theory refinements)를 위해 민원의 종류와 조사 대상의 정확한 설정을 미래 연구의 과제로 제시하였다. This study investigated the roles of transparency in the relationship between citizen satisfaction with civil applications administration and justice. Transparency has been known to be a major factor influencing satisfaction with civil applications administration, but few studies have been done on the relationship between satisfaction, justice, and transparency. This study sought to address three key questions: How much do justice and transparency account for satisfaction? Does transparency play a significant role as a moderator between justice and satisfaction? Finally, does justice significantly mediate the effects of transparency on satisfaction? Based on a review of the literature, three hypotheses were generated and tested using data collected from public officials in three local jurisdictions in Seoul, South Korea. Data gathering was completed in August 2010. As a result of the analysis of this survey, a significant impact of transparency was found on satisfaction. The effects of transparency on satisfaction were best explained by a mediating role of justice. Of the various types of transparency, "comprehensiveness" most greatly affects satisfaction. This study offers two main contributions. First, it assesses the role transparency plays in the relationship between satisfaction and justice. Second, it provides insights for improving citizen satisfaction.
