제3의 길과 지구적 위기: 기본소득의 사례

Abstract

임금노동과 가족에 기반한 사회계약의 전통적 개념은 최근 시민권과 사회

적 권리를 중심으로 하는 사회적 계약 개념으로 대체되었다. 이런 초점의 전

환과 함께 기본소득(basic income)에 대한 생각 ― 정치공동체에 제시된 정

기적이고 개별적이며 적절한 소득에 대한 무조건적 지급 청구(unconditional

claim) ― 은 최근에 들어 상당한 지지와 더불어 큰 관심을 받고 있다.

본 논문은 기본소득 이념에 기반한 복지개혁 실현가능성에 관하여 몇 가

지 규범적, 정치적 측면을 논의할 것이다. 첫째, 최근의 경제생산성 증가와,

더 중요하게는 취약층이 직면하는 사회적 불평등의 증가 이후 임금중심적

접근을 하는 복지국가의 대응양식이 부적절함을 지적하는 논의가 진행될 것

이다. 둘째, 다양한 이론적 접근방법이 가지는 실질적 함의에 대한 평가를 위

해 임금기반 사회보험 복지구조의 중심부라 할 수 있는 독일 내에서 현재 어

떤 논의가 진행되는지에 초점을 두고 설명할 것이다.

부(負)의 소득세(negative income tax)와 사회적 배당금과 같은 기본소

득 프로그램의 실행을 위한 실질적 노력에 대한 분석에서 시작하여, 본 논

문에서는 네 번째 복지체제 유형으로서 ― 이미 잘 알려진 자유주의, 보수주의, 사회민주주의 복지체제의 개념을 조금 더 정리한 개념인 ― 보장주의

(guarantism)를, 21세기의 특징적인 어려움을 극복하기 위해 사회계약의 개념

이 재조정될 수 있는 도구로 소개할 것이다. 이는 시장기반과 국가기반 정치

형태 사이 제3의 길에 관한 새로운 개념을 알리는 것이다.

The original concept of a social contract based on wage-labor and family has recently

been superseded by a social contract centered on citizenship and social rights. Alongside

this shift in focus, the idea of a basic income ― an unconditional claim to a regular,

individual, decent income addressed to the political community ― has lately become

increasingly prominent, and gained considerable support.

This paper will discuss some normative and political aspects of the feasibility of a

welfare reform based upon the idea of a basic income. Firstly, it will make the case

for the increasing irrelevance of a wage-centered welfare state, in the wake of recent

increases in economic productivity and, more significantly, the increasing social

inequality confronting disadvantaged citizens. Secondly, it will focus on some current

debates in Germany, arguably the heartland of the welfare architecture of wage-based

social insurances, in order to assess the practical implications of various theoretical

approaches.

From the analysis of the practical attempts to implement a basic income such as the

negative income tax and the social divided variants, the paper will put forward a fourth

welfare regime concept known as guarantism ― a refinement of the concepts behind

the well-known liberal, conservative, and social-democratic welfare regimes ― as a

means by which the concept of the social contract can be realigned to meet the distinct

challenges of the twenty-first century. It marks a renewed concept of a Third Way between market- and state-based polities.
