한국의 복지국가 발전과 노동

Abstract

본 연구는 우리나라의 복지국가 형성과정과 노동의 역할, 현재의 사회보장제도의 한계

와 노동시장과의 관계에 대해 살펴보고, 노동의 관점에서 복지국가 발전을 위해 추진해

야 할 정책과제에 대해서 살펴보았다. 1987년 민주화 이전에는 정치권력의 정당화가, 이

후에는 시민운동, 노동조합, 농민조직 등을 통해 제기된 다양한 국민대중들의 요구가 복

지제도를 확대하는 사회적 압력으로 작용했다. 우리나라 노동시장의 가장 두드러진 특

징은 다른 OECD 국가들에 비해 예외적으로 불안정하고 내부 격차가 크다는 점이며, 이

는 사회보험의 사각지대와 직접 관련된다. 노동시장의 불안정성과 격차 확대는 근본적으

로는 경제구조와 생산체제에서 비롯되는 것이지만, 이를 규율하는 노동시장 관련 제도들

과 노동조합의 역할이 취약한 것도 문제이다. 노동영역과 관련해서 복지국가 발전을 위

한 정책의 주요 방향은 복지제도의 사각지대 해소와 급여의 적절성 확보, 노동시장의 안

정성 제고와 노동시장 내 격차 축소, 양극화 해소를 위한 경제·산업정책 강화이다. 노동

이 당분간 복지국가 발전에서 주도적 역할을 수행하거나 복지정치를 주도하지 못하겠지

만, 복지확대에 대한 국민들의 열망이 복지국가 확대를 추동할 것으로 전망된다.

This study looks into the labors role in the development of welfare state in Korea and the

relationship between labor market and the limits of social security programs and suggests

policy measures to strengthen welfare state from the viewpoint of labor. Legitimation

politics of authoritarian government played a key role before democratization in 1987 and

political pressures from under through civil movement, farmers organization, and trade

unions have propelled the development of social security programs since then. Instability

and polarization is outstanding feature of Koreas labor market and leads to the large blindarea

of social security programs. Weakness of labor market institutions and trade unions

as well as polarized economic structure and production system contribute to the feature

of labor market. Policy directions to tackle the problems are to reduce the blind-area of

social security programs, to moderate the labor market instability and polarization, and

to strengthen economic and industrial policies to alleviate the concentration of economic

strength into Chabeol. It is expected that labor movement can not play a great role in

the development of Koreas welfare state in the near future, peoples demand from under,

however, would push it forward.
