남북한 통합 대비 북한개발지원 추진방안

Abstract

북한개발협력은 현재 북한의 인도적 위기상황을 극복하기 위한 단기 현안과제이면서, 동시에 남북한 통합 및 통일 이후 시대를 대비하는 중장기 국가적 과제로 접근할 필요가 있다. 특히, 빈곤축소 및 국가재건을 위한 산업, 교육, 금융, 식량 등 부문별 개발협력 방 안들이 구체적으로 마련되어야 한다. 중장기적으로 북한의 수요와 수용능력, 주인의식, 지도자 변수 등 종합적 접근이 필요함으로 이에 대한 체계적 논의와 준비를 해 나가는 것이 중요하다. 본 연구는 대북지원의 개발협력으로의 전환이 필요하다는 인식에 근거하여 북한개발 협력의 필요성과 과제를 살펴보고, 부문별 추진 방안 중 개발협력 관점에서의 식량지원 방안을 모색하는데 목적이 있다. 한국을 비롯한 국제사회가 북한개발협력을 추진하기 위 한 상황적 조건은 북한의 점진적 개혁개방과 남북관계 진전, 북핵문제의 해결 등이다. 현 재로서는 이러한 조건들이 충족되기 어려움이 있지만 개발협력은 중장기적 관점에서 빈 곤축소와 경제성장 그리고 국가재건이라는 목표를 갖고 추진된다는 점에서 현재 상황에 서 논의할 충분한 이유가 된다. 따라서 북한개발협력이 추진될 경우 이를 개발협력 추진 초기단계와 활성화 단계로 구분하여 개발협력으로서의 식량지원 유형과 방안 등을 살펴본다.

Cooperative North Korean development is a pending challenge to overcome current North Korean situation which threatens humanity in the short run. It is also a mid to long run national challenge to prepare for the unification of North and South Koreas and for the era following it. Particularly, the ways to cooperatively develop North Korea should be devised specifically in the areas of industry, education, finance, food and others to reduce poverty and reconstruct the nation. As the comprehensive approach that takes into account North Koreas demand, capacity, sense of ownership and unexpected events involving the leader is necessary, it is important to make systematic preparations through serious discussions about it. This study aimsat examining the need for cooperative North Korean development based on the realization that the aid to North Korea should be changed into cooperative development and then seeks the ways to offer food aid to North Koreans from the perspective of cooperative development. Resolving North Korean food shortage can fundamentally lead to the alleviation of the nations poverty, which is a prerequisite for the unification of North and South Koreas. Solving North Korean food problem not only improves the nationss situation which threatens humanity on a practical level but also serves as a basis for food security on the Korean peninsula and for the unification of North and South Koreas. This study categorizes cooperative North Korean development into the infant stage and the activation stage and then presents a way to offer food aid as a part of the cooperative development.
