남북 농업의 상호보완성 증대를 위한 농업협력의 발전단계와 협력과제

Abstract

남북 농업협력은 시장경제체제와 계획경제체제라는 서로 이질적인 체제를 갖고 있는 남한과 북한이 미래의 통합을 지향하는 관계로부터 직접적인 제한을 받는 농업분야의 기 능적 협력이라는 특징을 갖고 있다. 본 연구는 이러한 특징을 기초로 남북 농업협력의 목표와 발전단계에 대해 거시적으로 접근해 보았다. 농업협력의 목표에 있어서 가장 핵심적인 개념은 상호보완성이며, 이에 기 초하여 남북의 상호보완적인 농업체계를 농업협력의 목표로 설정하였다. 여기서 상호보완 적 농업체계라는 것은 농산물 생산 부문을 중심으로 영농자재와 같은 후방산업과 유통· 가공과 같은 전방산업 등 연관 산업 전 분야에 걸친 통합적인 보완관계를 의미한다. 그런데 남북의 상호보완적 농업체계를 형성하는 것은 일회성 혹은 단발성 농업협력을 통해서는 실현할 수 없으며 장기적이고 지속적인 농업협력을 통해 구조적으로 형성·확 대·정착시켜 나가는 과정이 될 수밖에 없다. 초기에는 낮은 수준의 상호보완성을 창출 하는 것에서 시작하여 단계적으로 확대·발전시켜 나감으로써 높은 수준의 상호보완성 으로 정착시켜 나가는 과정을 거치게 된다. 그리고 이러한 농업협력의 단계적 발전과정에서 남북 정부당국 공동의 의식적인 노력 과 정책적인 시도가 주요하게 작용할 것이다. 남북 농업협력의 발전단계로 첫째, 북한의 농업생산력 복구 단계, 둘째, 낮은 수준의 상호보완성 창출 단계, 셋째, 남북 농업의 통합 체계 구축 등으로 구분하였다. 그러나 본 연구의 부족한 점을 보충해 나가야할 미완의 연구과제도 여전히 남아 있다. 특히, 과도기적 통합단계에서 남북 농업협력의 의사결정 방식과 정책추진 방식에 대해서 보다 깊이 있는 연구가 이루어져야 할 것으로 보인다.

Agricultural cooperation in Inter-Korea has a peculiarity of the functional cooperation directly restricted by special relation that South and North based on the different regime pursue the reunification in future. This study approaches macroscopically to goal and stages of agricultural cooperation considering to the peculiarity. As the keyword of goal is the complementarity, the goal of agricultural cooperation is the establishment of complementarity agricultural system in Inter-Korea. This has a meaning of an integral relation of complementarity in agricultural production, agricultural materials as a rear industry, agricultural distribution and processing as a front industry. The complementary agricultural system in Inter-Korea is not established by short-time, fragmentary cooperations but is established by long-time, sustaining cooperations. Its begun as lower level in early part, its developed gradually to higher level by stages. The development stages has to be necessary to the intentional efforts and political attempt between South government and North government. This study suggests the development stages of agricultural cooperation as follows ; first stage is the rehabilitation of agricultural production power in North Korea, second stage is the creation of the lower complementarity of agriculture in Inter-Korea, third stage is the establishment of integral relation of complementarity. Still, this study has shortages that will have to be a supplementary subject. particularly, they are the decision-making methods, political processing of agricultural cooperations in a transitional period.
