정책옹호연합모형(Advocacy Coalition Framework)에 있어서 정책중개자(policy broker)의 유형과 역할에 대한 연구: 세종시 정책사례를 중심으로

Abstract

본 논문은 정책문제를 둘러싼 옹호연합간의 갈등을 중재하고, 옹호연합들이 수용할 수 있는 합리적인 대안을 제시하는 역할을 담당하는 정책중개자의 유형에 대한 선행연구 검토를 통하여 정책중개자의 역할과 유형에 대한 새로운 분석을 시도하였다. 같은 상황 속에서도 정책중개자가 어떠한 특성을 가지는가에 따라 더욱 수용가능하며 합리적인 정책대안이 도출될 수 있다. 본 논문은 정책중개자의 내적요인으로 정당성(legitimacy)과 전문성(expertise)을 제시하여 정책중개자의 유형을 제시하였으며 이러한 내적 요인으로 나타날 수 있는 정책중개자 유형에 따라 세종시 정책과정의 정책중개자가 어떠한 정책변동을 파생시켰는지에 대해 실증적으로 밝히고자 하였다. 세종시 정책은 행정수도→행정중심복합도시→세종시 수정안의 큰 변화를 겪었는데 이 과정에서 다양한 이해관계를 지닌 옹호연합들이 등장하였으며 정책중개자 또한 다른 유형을 보였다. 정책중개자의 유형과 역할에 따른 세종시 정책사례분석을 통해 정책을 둘러싼 갈등에 따른 외적 기준과 전문성 및 정당성을 요소로 하는 내적 기준을 준거로 한 정책중개자 유형화의 가능성과 한계를 동시에 보여주고 있다. This study aims at categorizing the typology and functions of policy brokers in the advocacy coalition framework, which analyzes the changing process of Sejong City construction policy though the application of the advocacy coalition framework. From the onset, the paper highlights conflict and dissension between the Sejong advocacy coalition, and the anti-Sejong advocacy alliance. Additionally, two essential components of policy brokers in the advocacy coalition framework were identified: the external factor (degree of conflict) and the internal factors of policy brokers (the degree of expertise and legitimacy of the policy broker). Based on an empirical study of Sejong City policy, the policy environment surrounding the policy issues, the policy brokers, their principles, and overall policy changes are examined. However, the applicability of the typology of policy brokers in the ACF in regard to policy-oriented studies was explored empirically. In this context, proposals can be made regarding the application of this framework to cases of Sejong City policy.
