dc.description.abstract조선은 유교 이념에 기초한 學行과 실무 능력을 갖춘 고급 관료를 선발할 목적으로 文科를 실시하였다. 문과는 개인의 능력을 본위로 중앙정치권력과 사회지배층을 재생산하는 시험제도였다.

완전 경쟁을 표방한 문과는 공정하게 개인의 재능을 평가하여 인재를 선발하는 것을 이념으로 하였다. 따라서 시험의 전 과정에 공정성을 보장하기 위한 여러가지 제도적 장치를 도입하였다. 채점 과정에서 인적 사항을 봉함하는 封爾法과 인적사항과 답안을 분리하는 劃封法, 필체를 알아 볼 수 없도록 답안을 朱草하는 易書法등이 그 대표적인 예이다. 이외에도 응시자가 준비하는 試紙의 지질과 규격, 內打印을 통한 답안의 중간 점검 등 그 세부적인 제도는 일일이 열거하기 어려울 정도로 엄밀하게 구비되어 있었다.

이와 같은 제도적 장치들이 있었기 때문에 조선시대 내내 과거가 고급 관료를 충원하는 방법으로 활용될 수 있었을 것이다.

하지만 시험의 공정성에 대해서는 많은 논란이 있었다. 특히 조선후기는 응시자들의 부정과 권력층의 부정이 결합되며 과거의 기본 원칙인 공정성이 크게 훼손된 것으로 평가되었다. 그 가운데 19세기는 돈으로 과거를 사고 팔 정도로 문란이 극에 달한 것으로 인식되었다. 이와 같은 당대인의 평가는 상당부분 사실에 기초하였을 것이다.

This article examined the management of higher civil examination, munkwa, in the 19th century, from three aspects, that is, the selection policy of the nation, the application tendency of the candidates, and the results of examinations.

The general tendency of the 19th century, except for the period of king Kojongs reign, was similar to that of the period of King Jeongios reign who had tried to improve the management of higher civil examination.

The times of examinations and the number of successful cadidates were controlled appropriately. There were little big changes of the number of candidates and their preference for Jeongsi and Hanseongsi, And the opportunities of success in examinations were more open to local elites from all parts of the country. As a result, the concentration of the successful candidates in Seoul, a chronic problem in the 18th century, was more or less relieved, though the competition grew somewhat more fierce.

However there was a big difference. The large proportion of the uppermost class, forming the core of political force, chose to acquire qualification not through the traditional higher civil examination but through the Seonggyungwan test perhaps to avoid keen competition. Eventually the traditional higher civil examination served the subservient function in the formation of political force.

Consequently the local elites could have more opportunities to succeed in higher civil examination, but could not approach to the core of political power.
