2009년 5월 포항 중성리신라비(이하 중성리비)가 발견되고 2년여에 걸쳐 많은 논문이 발표되었지만, 비문의 내용이 구체적으로 어떠한 것인지 논의가 잘 모아지지 않고 있다. 그것은 판독의 문제라기보다는 해석의 문제라고 할 수 있는데, 즉 판독되지 않는 글자는 많지 않은 반면, 인명의 나열이 많고 동사가 적은 문장 구조 때문에 끊어 읽고 해석하는 데에 많은 어려움을 겪고 있다.

전체 비문에서 가장 중요한 것은 역시 고위 인사가 敎를 내리고 있다는 점이다. 교의 핵심적인 내용은 그런대로 추정이 가능하지만, 문제는 어디부터 어디까지가 교에 해당하는 부분인지 파악하기 어렵다는 점이다. 이와 같이 비문에서 교의 내용 부분이 분명하게 구분되지 않는 것은 비문의 형식이 교 자체를 정확하게 기록하기보다는 교를 포함하여 어떤 일을 처리한 절차를 기록한 것이었기 때문이 아닐까 생각된다.

본 논문에서는 이와 같은 점에 유념하여 비문을 해석하고 그 형식을 분명히 드러내도록 할 것이다. 아울러 비문에 보이는 분쟁의 내용과 성격이 무엇이었는지 당시의 정치·사회상과 관련지어 제시하도록 하겠다.

Pohang Jungseongri Silla Stone Monument was discovered in 2009 and has been studied for over 2 years. However, its inscription couldn"t be understood because there are many lists of names and a few verbs. There is a gyo(敎, kings order) in the inscription, but it has not been agreed on what the content of the gyo is.

I think that it is because the inscription is not the record of the gyo itself, but that of the procedure to resolve a dispute by the gyo. The gyo was issued In the first sentence, but the content of it was not revealed. That was proclaimed by two officials dispatched to the place where the troubled object was located. The content of it was that the houses of Duji Saganji and Ilbuji should return the something to the farmers of Modanbeolwhe (牟旦伐喙). In the latter part of the inscription, a servant of Saganji said, "If someone raises objection, he will be heavily punished." The words of the servant can be interpreted as a vow that his master would revive such a illegal act.

Silla was formed of 6 bus (部, tribes) and was operated by them. Each bu possessed farmlands around the capital. Hwe-bu (喙部) and Sahwe-bu (沙喙部) directly under the king got to have more power by the early 6th century. Some relatives and close subjects of the king were transformed into aristocrats. Duji Saganji and Ilbuji seems to had been aristocrats from the relatives of the king. The dispute in the inscription was that the rising aristocrats" families stole the farmland which Modanbeolhwe-bu had possessed. The judgement was to return the farmland immediately. However, the aristocrats weren"t punished and their servant just vowed not to revive such a disseisin.
