한국 정보화경험의 현상학적 분석

Abstract

이 논문은 정보화 성취과정에서 드러난 사상(事象)적 편린으로서 정보서비스 이용, 정보화 부처 관계, 인터넷 확장과정에서의 경험적 사건들이 개인과 조직 그리고 생활세계에 미친 영향을 현상학적으로 접근한 것이다. 분석결과, 한국의 정보화는 압축적 성장을 이룩해 온 과정에서 공급자중심의 지배기제가 강했다. 정보이용자 피해와 부처 간 이기적 갈등, 초고속인터넷의 양적 팽창은 정치 경제적 우위상황과 공급자 중심적 요소가 정보화에 발현되었음을 실증한다. 원래 정보화는 사회 문화적 고려와 이용자의 요구를 반영하여 사회성원 삶의 질 향상과 조직 및 사회생활의 질적 성숙을 도모하는 것이 원칙이었다. 하지만 실상은 사회구성원의 요구와 권리를 억압하면서 수동적이고 순응적인 성향으로 변질시키는 결과를 낳았을 뿐만 아니라 사회구성원간 합의가 불충분한 정보화가 편향성을 띤 채 단기간에 전개된 것으로 나타났다. 따라서 장차성숙된 정보화흐름으로서 스마트 확산과정은 개인, 조직적, 사회적 수준에서 진지한 성찰과 함께 진정한 가치와 방향에 대한 신중한 고려와 실천이 요구된다. Informatization is currently a universal phenomenon. This paper has a critical view that is distinct from the usual one these days and contains a phenomenological perspective that current studies have overlooked. This view would allow us to have a clear picture of informatization and to look into the phenomenon of informatization from individual, organizational, and community levels of analysis. Korean government should reflect and re-examine the basic value and direction for its informatization policy with this phenomenological context of informatization. That is, a drastic switch in informatization policies is necessary. Korean government needs to strengthen competitiveness of informed communities at the networked-community level by advancing information infrastructure and promoting information industries. Government should also activate a public-based information system by encouraging socio-cultural levels.
