개화계몽시대 演說은 단지 한 시대에 존재했던 발화행위의 양식으로의 그것 보다는 더욱 중요한 의미를 갖고 있다. 이는 大韓帝國이 겪지 않으면 안 되었던 시

대적 격변의 와중에서 演說이 개화, 즉 日本을 통한 서구적인 근대화의 주요한 제도적인 방법론이 되었다는 사실과 무관한 판단이 되지 않는다. 가령 서구를 유람

하고 돌아온 兪吉權(1856-1914)이 『西遊見聞』에서 소개했던, 국민의 당연한 권리로서의 자유와 민권과 같은 서구 정치 원리의 핵심적인 개념은 처음에는 분명 공허한 울럼에 지나지 않았을 것이나, 계몽의 기획 아래 그 실행적 미디어로서의 기능에 충실했던 『독립신문』 등의 언론들의 활동, 특히 獨立協會등을 중심으로 실시하였던 演說, 討論會에서 演行된 말하고 듣는 언어 수행적 실천을 통해서야 비로소 개개인의 이념과 사상 속에서 일정한 이념적 가치로 기능할 수 있게 된 것으로 볼 수 있다. 오히려 문자를 중심으로 한 언론 매체가 갖게 마련인 일방향성에 가까운 소통 구조가 이해 가능성이라는 관점에서 볼 때 태생적인 한계를 안고 있는 것에 비한다면, 서구의 정치적 이념을 사회분위기를 통해 직접 경험한 인간이 演說과 討論을 매개로 전달하는 정보의 성격이란 유기적으로 맥락화된 것이면서 목소리를 도구로 쓴다는 점에서 존재적 실감을 갖기 마련이기 때문이다. 일반적으로 演說뒤에 이어지게 마련인 개별적인 질문과 討論의 상호적인 성격 등, 즉각적인 개업과 재구성이 가능한 演說, 討論이라는 미디어의 성격은 보다 계몽의 기획에 더 적절하다고 볼 수 있다.

This Study focuses on determining that the translated term of "speech", Yeonseol(演說) had the distinct tendency to violate against the politic fundamental that has been laid the foundation of the loyal road politics throughout the Joseon Dynasty, with the homophones in Korean, Yeonseol(筵說) has represented the relations of sovereign and subject in Joseon. At the least, the term, Yeonseol(演說) seemed to have the critical meaning to the politic system of toward the end of the 19th century because the activity or media of Yeonseol(演說) made the public opinion field of democracy and took the propagation of new thought through the leverage of the human voice. The old politic forces of the Daehan empire made desperate efforts to control the political nature of Yeonseol(演說). The representative example of such a repression was the compulsory winding-up of the independence association(獨立協會) through the imperial order of the dispersal of the private association. Guardians of the imperial power tried to establish the law of the rally and the organization of private association. Consequentially, no private association has been admitted in Joseon after the dissolution of the independence association(獨立協會), until Iljin association came to establish In 1904, relying on Japan imperial power.

Then, the Korean people tried to establish the society claim to be non-politic naturally, stuck in the double restriction of the Daehan empire and Japan imperial power. For example, the people education association(國民敎育會) published the association rule in "Daehanmail shinbo(大韓每曰申報)" and "Hwangsung Shinmun(皇城新聞)", in each Korean, and Korean and Chinese. Then, they found Gangron(講論) and Gangyeon(講演) in the possible substitution of Yeoseol(演說), the prohibition term. Since then, "Hwangsung Shinmun(皇城新聞)" tried to use the term, Gangyeon (講演) and to distinguish it and Yeonseol(演說), and it came to the origin of the functional separation of Yeonseol(演說) and Gangyeon(講演) throughout the Japanese Ruling Era.
