대한제국기 진보 개념의 역사적 이해 -언론 매체의 용례 분석을 중심으로-

과거의 언어를 독해하는 역사가는 그 누구도 현재의 언어로부터 자유로울 수 없다. 역사가가 과거의 언어를 조형하여 역사적 사실을 재구성할 때 그는 의식적으

로 또는 무의식적으로 현재의 언어가 부과하는 의미체계에서 인식론적인 영향을 받는다. 이를테면 오늘날 한국 사회에서 정치세력 또는 사회세력의 이념적 지향성

을 변별하는 준거의 하나로 사용되는 진보 개념의 경우 진보 개념 그 자체가 서양 근대 계몽주의 사조의 특정한 역사관과 연결되어 있는 것임에도 불구하고 대개의 역사가는 한국의 전근대 정치세력 또는 사회세력에 대해서도 그것이 진보적인지 아닌지를 변별하는 사고방식에 익숙한 편이다. 고려후기 권문세족과 신진사대부,

조선전기 훈구파와 사림파, 조선후기 서인과 남인 등 시대별로 형성된 상이한 집단의 역사적 이해에 적용되는 친근한 사고방식은 다름 아니라 보수 대 진보의 구

도로 갈라 어느 집단이 보수에 속하고 어느 집단이 진보에 속하는가를 가려내는 방식이다.

이처럼 진보 개념이 과거의 역사적 사실을 이해할 때 역사가에 의해 친근하게 이용되고 있지만 정작 진보 개념 그 자체에 대한 역사의미론적 성찰은 드문 편이

다. 많은 경우 역사적 개념은 역사적인 의미체계로서 접근되기보다 초역사적인 관념체계로서 접근되기 쉬웠고, 이와 같은 환경에서 진보 개념 역시 시대 속에서 의미를 형성하는 개념으로 인식되기보다 처음부터 시대를 초월하여 본질적이고 영속적이며 불변하는 관념에 의해 의미가 고정된 개념으로 인식될 수밖에 없었다. 이것은 역사학에서 사상사 분야가 대개 철학사적인 관심으로 역사상의 관념체계를 탐구하는 데에 익숙해 있는 현실과도 일정 정도 연계되어 있는 것이기도 하다. 관념과 관념의 원근법으로 설명되는 사상사의 시야에서 관념으로 본질화되기 이전의 역사적 개념이라는 지층은 포착되기 어려운 일이었다.

This thesis is to study the development of the historical concept of progress during the period of the Great Han Empire. There were lots of words concerning progress in Korean mass media, for example, 進步, 文明進步, 進明, 開明進步, 開進, 改良進步, 改進, 進化, which had meaning of proceeding toward modern civilization in common.

The concept of progress had three steps in connection with historical development

of the Empire. The first step was related to the establishment of the Western-oriented national policy. In this case, progress meant Westernization in Korea. The second step was related to the revival of progressive consciousness in main social groups and its conceptual change during and after the Russo-Japanese war. The slogan of 自强 played an important role in formation new kind of concept of progress, for its main focus was on progress from the subject(=Korean people) as well as toward the object(=Western civilization) in delicately semantec terms. The last step was related to the diffusion of progressive movement for recovery of national independence, generally called 'country-saving enlightenment movement' in historical terminology. There were a lot of movements by name of progress in social goups, which pursued for the total change of everyday life by female as well as

male, low class as well as high class, periphery as well as capital, and so on.
