권력의 행사방식 논의에 대한 푸코의 비판과 보완

Abstract

본 논문에서는 푸코의 철학체계에서 중요한 의미를 갖는 권력 개념이 권력의 행사방식에 대한 현대의 논의구도에서 갖는 위치를 파악하고 푸코의 개념이 이러한 논의구도에 줄 수 있는 비판과 보완을 제시하여 푸코 개념의 설명력을 평가하고자 한다. 이 글에서는 권력의 행사방식에 관한 논의구도를 ∼에게 가하는 권력과 ∼에 대한 권력의 두 개념의 대비로 이루어지는 구도로 이해한다. ∼에게 가하는 권력의 행사는 행위 능력으로서의 권력이 사물이나 사람에 작용하는 것으로 ∼에 대한 권력의 행사는 능력에 근거한 권력이 관계를 통해서 행사되는 것으로 나타난다. 이 두 행사방식에서 푸코의 권력은 관계적 권력이라는 점에서 ∼에 대한 권력에 가깝지만 ∼에 대한 권력의 행사에서 권력이 지배와 동일시된다는 점에서는 부합하지 않는다. 푸코에서 권력은 지배, 통치, 자유로운 권리들 간의 전략적 관계 등으로 나타나기 때문이다. 푸코의 권력은 두 권력의 행사방식에 대해서 비판과 보완을 제시한다. 두 권력의 행사방식에서 권력은 실질적인 것으로 상정되어 그 기능에서 생산성이 제대로 확보되지 않는다. 그러나 푸코의 권력은 행위에 대한 행위로서 명목론적인 것으로 일차적 기능이 생산에 있다. 푸코의 권력은 ∼에게 가하는 권력에 대해서는 가역적 행사의 가능성이란 면에서 보완을 제공하고 ∼에 대한 권력에 대해서는 지배에 국한되지 않고 생산성을 보여줄 수 있는 가능성을 제공한다. 나아가 두 권력의 행사방식에 대해서 모두 저항의 가능성을 확보하고 강화시켜줄 수 있도록 보완해줄 수 있다. 이렇듯 푸코의 권력은 권력의 행사방식과 관련된 현대의 권력논의구도에서 상정되듯이 권력이 실질적인 것이 아닌, 명목론적인 것으로 제시됨으로써 생산성을 확보하고 그리하여 권력의 행사방식과 관련된 현대의 권력논의구도에서 보여주는 것 이상의 설명력을 갖는 것으로 평가 된다. The objective of this article is to evaluate the explanatory force of Michel Foucaults concept of power by determining its possibility to provide the criticism of and the supplement to the contemporary discussions of power. Among the discussions around power the significant one is about the mode of exercising power when compared to Foucaults concept since Foucaults main concern regarding power is the following question: How is power exercised? There are two main ways of seeing the mode of exercising power: power to and power over. Even though Foucaults concept of power is close to power over, which means the capacity to exert its force through human relationships, it does not correspond to power over in the aspect that power over is apt to be equated with domination. Foucault's criticism of the two powers is focused on their inability to secure productivity. Since power is regarded as substantial in these modes of exercising, it is revealed as repressive and cannot guarantee productivity. On the other hand, Foucaults concept is nominalistic, so it can conduct the productive function. Foucault's concept can supplement power to with the room for reversibility and power over with another capacity beyond domination. Thus, Foucaults concept can increase the possibility of resistance and productivity for both. Therefore, Foucaults concept turns out to have more adequate force to explain the actual phenomenon of power than power to or power over.
