지방자치단체의 유형자산 투자가 부채에 미치는 영향에 관한 연구: 복식부기회계정보를 중심으로

Abstract

본 연구는 지방자치단체의 유형자산 투자가 부채에 어떠한 영향을 미치고 있지를 분석하기 위해 패널분석을 시도한다. 패널분석 결과 유형자산 투자가 증가될수록 총부채, 유동부채, 장기 차입부채에 미치는 영향이 다양하게 나타나고 있으며 시사점은 다음과 같다. 첫째, 사회기반시설투자가 증가될수록 총부채 증가에 영향을 미친다. 자치구를 제외한 모든 자치단체유형에서 사회기반시설의 투자가 총부채증가에 영향을 미치는데 특 광역시 도의 경우 가장 크게 나타난다. 둘째, 사회기반시설투자가 증가될수록 유동부채 증가에 영향을 미친다. 특히 특 광역시 도의 경우 사회기반시설 투자에 단기성 유동부채를 활용하고 있으며 이는 중앙정부의 특 광역시 도 급 위주의 재정배분과 관련성이 있다. 셋째, 일반유형자산 투자가 증가될수록 장기차입부채에 영향을 미친다. 특히, 자치구의 경우 일반유형자산 투자가 장기차입부채에 영향을 미치는데 최근 복지시설 등 다양한 건축물의 건립 과 연관성이 크다. 그 외 자지단체모형에서 사회기반시설투자와 장기차입부채의 관계가 통계적 으로 유의미하지 않는데 이는 상당부분을 국가보조금에 의존하고 있다는 점과 특 광역시 도의 경우 산하 도시공사를 통한 사업추진과 연관된다. This study investigates how investment on tangible assets affects the level of total liabilities and liabilities of other types in 243 local governments in Korea from 2008 to 2010. The level of liability is analyzed in different types of local government in the study by employing a panel dataset. The findings indicate that the influence of tangible asset on the level of liabilities varies depending on the type of local government in general. Above all, the findings show that an increase in the level of tangible assets results in and increases in the level of total liability and long-term liability in most types of local government except for at the ward (district) level. The findings also suggest that total liability and long-term liability in metropolitan and provincial government is increasing, indicating a proper control system is necessary to control ever-increasing liabilities in these governments.
