조직구조와 직무특성이 조직효율성에 미치는 영향: 수직적･수평적 의사소통의 매개효과를 중심으로

Abstract

본 연구는 조직구조와 직무특성이 조직효율성에 미치는 효과가 조직내부의 의사소통에 의하 여 어떻게 달라지는지 살펴본다. 매개변수로서 의사소통을 수직적 의사소통과 수평적 의사소통 으로 구분하여 이들 변수들이 조직효율성에 어떻게 작용하는지에 중점을 둔다. 분석대상 자료는 외교통상부 본부 공무원 200명을 대상으로 실시한 설문조사 및 심층인터뷰 결과를 활용하였다. 분석단위를 실국 수준과 과팀 수준을 구분하고 각각 수직적 및 수평적 의사소통의 매개효과를 검증하기 위하여 회귀분석을 실시하였다. 분석결과, 첫째, 전체적으로 조직구조보다는 직무특성 이 조직효율성에 긍정적 영향을 미치는 것으로 나타났고, 둘째, 수직적 또는 수평적 의사소통이 직무특성과 조직효율성 간 관계에서 매개변수로 작용하고 있는 것으로 확인되었으며, 셋째, 가 장 중요한 결과로서, 의사소통의 매개역할은 실국 수준과 과팀 수준이 다르게 나타났다. 즉 실 국 수준에서는 수직적 의사소통보다는 수평적 의사소통이 매개변수의 역할을 하는 반면, 과팀 수준에서는 수평적 의사소통보다는 수직적 의사소통이 매개변수의 역할을 하는 것으로 분석되 었다. 이는 조직효율성을 높이기 위해서는 조직내부 조직단위별로 의사소통의 방향과 내용이 달 라져야 한다는 정책적 시사점을 제공한다. This paper examines the mediating effect of horizontal and vertical communications on the relationship between organizational structure or job characteristics and organizational efficiency. Based on a survey and in-depth interviews of 200 government employees working in the Ministry of Foreign Affairs and Trade, it differentiates the effects between bureaus and divisions. The overall results of the regression analysis show that both horizontal and vertical communications positively and significantly play a brokering role in the effect of job characteristics on organizational efficiency. More importantly, the mediating effect in the bureau level is significantly made through vertical communications rather than through horizontal ones while those at the division level are significantly made by horizontal communications rather than vertical ones. This implies that the differentiated strategies of activating internal communications should be conducted depending upon hierarchical layers to make organizations operate more efficiently.
