북·중관계 결정요인과 한국의 대응전략

Abstract

이 글에서는 (1) 중국 국내정치 환경 및 지도부의 이념적 관성, (2) 북·중 경제관계의 구조적 특성, (3) 중국과 미국의 전략적 경쟁과 상호 작용을 주요 북·중관계 결정 요인으로 파악하고 각각의 항목과 관련하여 북한과 중국의 관계가 어떻게 설정되고 있는지를 분석했다. 중국은 내부 정치 구조와 지도부의 이념적 제약 요인으로 인해 현상유지 선호적 대내외 정책을 지향하고 있으며, 때로는 당(黨)과 군(軍) 중심으로 이루어지는 북한과의 관계를 통해 자신의 사회주의적 정체성을 확인하려는 심리적 관성을 지니고 있다. 또 북·중 경제관계는 북한과 중국의 경제구조와 전략이 맞물려 나타나는 과도기적 성격을 띠며, 결코 안정적인 비교우위의 구현에 의한 것이 아니다. 북·중관계는 중국과 미국의 전략 경쟁구도에 의해 영향을 받는다. 중국과 미국은 양자 간의 관계에 있어서는 중·미 외교사에 있어서 가장 친밀한 관계를 발전시키고 있으며, 이는 중국의 경제력과 국제사회에 대한 영향력에 의해 뒷받침 된다. 핵문제와 남북관계에 대한 북한의 인식이 바뀌지 않는 한, 한국이 북·중관계의 특성을 감안하여 추진할 수 있는 대북정책의 범주는 제한될 수밖에 없을 것이다. 이 경우, 중국에 대한 한국의 전략적 자산 확보는 더욱 중요해질 수밖에 없다.

Regarding the determinants of the China-North Korea relationship, this article identifies three important factors: (1) Chinas domestic political environment, (2) structural features of the economic relationship between China and the North, and (3) strategic competition between China and the U.S. Given the ideological inertia of Chinese leadership and its preference for the status quo in the Korean Peninsula, abnormal ad hoc features of the China-North Korea economic relationship, and the strategic game structure of China and the U.S., China will maintain its role as a patron of North Korea for the time being. In this context, South Koreas strategic room for improving the inter-Korean relationship is limited. Considering the cost and benefit of South Koreas external strategy, the accumulation of some strategic capital against China and the U.S. is highly recommended.
