탈북 이주민들의 환상과 부적응: 남한사회의 인식혼란과 그 영향을 중심으로

Abstract

이 글은 탈북자들에 대한남한사회의 인식변화와 남한 내 사회 집단간의 인식 차이에 주목하여, 이러한 인식의 변화와 차이에 기인한 탈북자에 대한 정책적 • 사회적 대응의 문제점을 살피고, 또 이러한 복합적 상황이 탈북자들의 남한 사회 적응에 미친 영향을 살펴보고자 한다. 흔히 탈북자들의 남한 사회 적응의 어려움의 주된 원인을 남북간의 체제적 차이, 또는 사회주의와 자본주의간의 차이로 설명하거나, 탈북자 집단의 특성이나 개인의 능력 차이에서 발견하고자 한다. 그러나 이 글은 그러한 일반적인 거대 문화론적 차이 설명이나 이주 집단의 성격규명보다 이들을 받아들이는 남한 사회의 논리 변화와 그 내부적 갈등에 주목하고자 한다. 분단과 전쟁, 냉전적 대치, 그리고 탈냉전 등 시대상황에 따라 각각 형성된 탈북자에 대한 남한사회 내부의 정치적 개념화와 사회적 인식, 그리고 사회제도와 정책적 대응이 더욱 직접적으로 이들의 삶의 조건을 형성하고 있기 때문이다.

남한 사회의 탈북자에 대한 인식은 각 시대 상황에 따라 분절적으로 변화한 것이 아니라 분단사를 통하여 중층적으로 변화하였다. 주변정세와 남북관계가 여러 차례 극적으로 변화했지만 남북이 아직도 지속적으로 대립하고 있는 상황에서 역사적으로 형성된 탈북자에 대한 체제 경쟁적인 정치적 의미 규정은 그대로 남아 있다. 또한 남한 내부의 각 집단들간에도 분단을 바라보는 시각에 따라, 혹은 그 극복을 바라는 입장에 따라, 탈북자에 대한 인식과 이해관계는 다양할 수밖에 없다. 이러한 인식의 중층성과 다양성을 제대로 파악하지 않고는 급변하는 상황 속에서 마구 혼재되어 버린 서로 다른 기대의 충돌과 이에 기인하는 대응방식의 혼란을 극복하기 어렵다. 특히, 오늘날 탈북자들이 현실적으로 하나의 이주민 소수자 집단을 형성하기 시작한 시점에서 이들에 대한 시대착오적 인식의 문제점과 도구적인 대응으로 인한 피해는 우선적 규명의 대상이다. 이 글은 탈북자에 대한 남한 사회의 인식혼란, 그러한 인식혼란이 탈북자들에게 야기하는 환상, 또 그 결과 나타나는 부적응의 문제를 밝혀보고자 한다.

This paper looks at the effects of the changes in the perception of the North Korean refugees by the South Korean society, and the differences in perceptions among different social groups. It also examines their effects on the North Korean refugees' adaptation to the South Korean Society, and the problems in government policy. The difficulties the North Korean refugees face in adapting to the South Korean society have often been explained in terms of the grand differences between the socialist and capitalist cultures. Instead, this paper focuses on the changes and conflicts in the logics of the South Korean society. Civil war and separation, cold war, and the post cold war periods have each formed particular political conceptualizations and social perceptions of the North Korean refugees in the South, which in turn have instigated concomitant political reactions.

These factors have all been constituting the social environments for the North Korean refugees. The international political atmosphere and the South-North relations have changed dramatically, but the conceptualization of the refugees has not gone through a fundamental change due to the rivalry between the two countries. The perceptions of, and also the interests in, the North Korean refugees have also varied among social groups in South Korea due to the discrepancies in their views on the issues of separation and unification As the North Korean refugees are staring to form a considerable minority group in South Korea, the outdated perceptions and instrumental reactions of the South Korean society should be examined closely.
