안전한 식품의 신화와 현실: GM 콩에 대한 한국인의 반응

Abstract

국가 간의 차이는 비단 한국, 중국, 일본뿐 아니라 GMO에 관하여 지속적으로 강력히 저항하고 있는 유럽공동체(EU) 국가들이나, 아프리카, 아시아의 여러 국가들, 혹은 미국, 캐나다 등과 더불어 주요 GM 작물 생산국인 브라질 등 남미의 여러 국가들에서도 보인다.

이 글에서는 그러한 차이들을 염두에 두면서, 국내에서 유전자변형 식품에 관한 다양한 담론들이 생산되고 유포되는 과정 및 그의 영향을 분석해 보고자 한다. 담론의 생산주체로는 GMO를 개발하고, 유통시키는 기업이나 수출국들뿐 아니라 그것의 위해성을 강조하고 저항하는 다양한 운동단체들, 유통과정을 규제하거나 인가하는 국가의 기관들, 그리고 그러한 움직임에 대해 일반 대중에게 알리고 홍보하는 언론매체들을 모두 포함하였다. 뒤에서도 다시 논의되겠지만 유전자변형 식품의 안전성과 관련된 현 단계의 논의는 찬성/옹호하는 측이던 반대/저항하는 측이던 양자 모두 궁극적으로 증명되지 않은 가상의 현실(virtual reality)을 기초하여 전개되고 있다는 점이 하나의 특징이다. 그리고 바로 그러한 특징으로 인해 식품 안전성의 개념은 과학적이고 절대적인 진리에 기초하여 있으며 식품 자체에 내재된 보편적인 개념이 아니라 정치적, 경제적, 문화적 요인들에 의해 협상되고 타협된 결과로 구성되며 따라서 영구적인 것이기 보다는 가변적이며 상대적인 것으로 나타난다. 이 글에서는 GM콩을 둘러 싼 안전성 담론의 내용과 전개과정을 살펴보고 그에 대한 국내 소비자들의 반응을 분석한다.

While soybeans have been one of the principal staple foods in Korean traditional diet, its supplies are becoming increasingly dependent upon imports from America, a world major genetically modified organism (GMO) producer. Yet, in Korea, the response to American- inspired bioengineered foods has been characteristically negative. This paper explores the economic, political, and cultural reasons for this resistance with a special reference to GMO soybeans. American farmers do not see their crops as an instrument of foreign policy or as a mechanism for globalization; in their eyes transgenic soybeans are healthy and environmentally friendly.

Korean environmentalists and anti-globalization organizers, on the other hand, have worked hard to demonize transgenic food products as inferior, unhealthy, and counter to Korea's national interests, and they have successfully publicized these ideas through the mass media.

With particular reference to GM soybeans, this paper examines Korean discourses regarding the safety of GMO and their impact upon ordinary consumers. The ultimate purpose of such an analysis is to show that the concept of food safety is not something inherent in the food itself based on universal scientific truth but a relative and ever-changing one constructed as a result of political, economic and cultural negotiations in the process of globalization.
