지방상수도사업 위탁 결정요인 연구

Abstract

본 연구는 정책결정 요인론을 이론적 기초로 하여 지방자치단체의 지방상수도사업위탁정책 결정에 영향을 미치는 요인을 분석하였다. 분석을 위하여 지방상수도사업주체인 전체 164개 지방자치단체를 대상으로 하여 2003년부터 2010년의 기간에 대하여 패널자료를 구축하였다. 사업위탁결정에 영향을 미치는 변수는 이론적 논의와 선행연구를 바탕으로 지방상수도사업 특성, 사회 경제적 요인, 정치행정적요인을 선정하였다. 로짓모형과 패널로짓모형을 이용하여 분석한 결과 지방상수도사업특성과 사회경제적요인은 지방상수도사업의 위탁결정에 미치는 영향이 미미한 반면 정치행정적요인은 매우 큰 영향을 미치는 것으로 나타났다. 본 연구결과는 실제 지방상수도사업위탁정책결정에 있어서는 지방상수도사업 특성이나 사회경제적 요인보다는 정치행정적요인이 더 중요하다는 것을 보여주고 있다. This study aims to analyze the determinants of contracting-out the local service providing running water. For the analysis, Panel data were gathered of 164 local governments for 2003 to 2010. Based on theoretical discussions and literature review, industry characteristics, socioeconomic factors, political-administrative factors were selected for the analysis of the determinants of contracting-out. The results of a logit model and a random effects panel logit model suggest that political-administrative factors are statistically significant and their influence is great as well.
