비교행정 연구의 논리: 토크빌의 미국의 민주주의를 중심으로

Abstract

이 연구는 토크빌의 저서인 미국의 미국주의에 함축되어 있는 비교 연구의 논리에 초점을 주고있다. 연구자가 토크빌에 주목하는 이유는 그의 저서 미국의 민주주의에 비교연구에 관한 깊은 성찰이 담겨져 있기 때문이다. 구체적으로 토크빌은 미국의 민주주의에서 비교연구는 왜 하는가? 어떻게 비교연구를 하는가? 그리고 무엇을 비교할 것인가? 라는 비교연구 논리의 메타적 문제를 제기하고 있다. 이 연구는 미국의 민주주의에 내재되어 있는 비교연구의 메타적 문제를 다시 드러내고 이를 재해석함으로써 오늘날 비교행정의 문제점을 성찰하고 있다. 이를 통해 비교행정 연구에 있어 현장연구, 개념화, 발생론적 접근 그리고 학제적 접근방법의 중요성을 강조하였다.

This study focuses on the logic of the method of comparative study in the comparison of administration and public administration. The reason for researchers to pay attention to de Tocqueville is that his book contains deep contemplation of the comparative study. In particular, Democracy in America carefully addresses the meta issue of the logic of comparative study with the questions Why do you make comparisons? How should you make comparisons? and What do you compare? This study takes the meta issue of comparative study inherent in Democracy in America and the reinterprets it to reflect the problems of contemporary comparative administration. The importance of field studies, conceptualization, and interdisciplinary approach in comparative public administrative are emphasized.
