미국 정교분리의 원칙과 정치현실: 사회적 보수주의를 중심으로

Abstract

미국의 정치풍경에서 종교의 존재에 대한 논쟁은 크게 두 가지로 나뉜다. 하나는 정치적 영향력으로서 종교와 종교집단의 역할에 대한 논쟁이고 다른 하나는 정치적 쟁점으로서 종교와 종교집단의 역할에 대한 논쟁이다. 비록 이 두 가지의 논쟁은 서로 밀접하게 연관되어 있으나 반드시 중첩되는 현상으로 나타나지 않음에도 불구하고 종종 이 두 논제는 혼재되어 화두로 떠오르곤 한다. 예컨대 보수적 기독교인들의 평균 정치참여율이 미국 전체 유권자의 평균 정치참여율에 준하거나 오히려 상대적으로 다소 낮은 편임에도 불구하고 근래에는 유독 보수적 기독교인들이 잠재적으로 선거 판세를 결정할 수 있는 집단으로 인식되고 있다. 일부 학자들은 1970년대 말을 기점으로 보수 종교집단들이 정치적 침묵을 깨고 세상으로 나왔다고 주장하곤 한다. 그러나 1970년대 이후 보수 종교집단이 전체 인구에서 차지하는 비율은 그다지 큰 변화가 없었기 때문에 보수 종교집단의 세력팽창 자체에 기인하지 않는다. 그렇다면 어떻게 보수 종교집단이 영향력 있는 정치세력으로 부상했는가? 또는 어떻게 그들이 중점적으로 강조하는 사회 보수주의적 가치관이 주요 정치쟁점으로 부각되었는가? 이에 대한 대답을 찾는 과정에서 본 논문은 정교분리의 원칙을 천명하는 미국의 헌정주의와 미국의 정치풍경에서 나타나는 정치와 종교의 밀접한 관계에 대한 보다 명확한 이해를 제고하고자 한다.

The study of religion's role in American politics is roughly two-fold: religion as a political force and religion as a political agenda. These two aspects, however, do not always coincide, albeit their close interdependence. For example, although their turnout is equal to or slightly lower than the national average, conservative Protestants, especially in contemporary America, are often perceived as exerting considerable political influence. Some argue that conservative Christians were politically awakened in the late 1970s. Although religious conservatives indeed played an increasingly assertive role in contemporary politics, their membership did not grow as much as suspected. Then how did conservative Christians emerge as potent political force? Or how did their issues pertinent to social conservatism gain national prominence to become major electoral issues? While exploring answers to these questions, I intend to delineate the links between separation of church and state and its political landscape in the United States of America.
