포퓰리즘과 민주주의

Abstract

그동안 포퓰리즘을 현대사회의 구조적 문제점으로 인해 생긴 병리적(病理的) 현상(pathology)으로 간주하는 시각이 우세했다. 그러나 최근 들어 흐름이 바뀌고 있다. 포퓰리즘을 민주주의의 내재적 한계에 대한 본질적 반응, 나아가 하나의 도전으로 바라보는 관점이 강력하게 대두하고 있기 때문이다. 캐노번은 포퓰리즘을 민주주의의 불완전함을 드러내주는 일종의그림(shadow)로 보았다. 이에 비해 알디티는 민주주의와 포퓰리즘이 맺고 있는 연계와 간극을 분석하며, 포퓰리즘을나쁜 민주주의, 즉주변부(periphery)로 규정했다. 이 글은 알디티의주변부론을 받아들이면서도, 포퓰리즘이 민주주의의 변방이 될 수밖에 없는 이유를 보다 넓게 제시하고자 한다. 이런 분석을 통해 포퓰리즘과 민주주의의 관계를 획정(劃定)해보고자 한다.

Unlike traditional views on populism, some influential theorists such as

Canovan have argued that populism must be regarded as a shadow which

follows democracys inherent weakness or deficit. Arditi agrees with Canovan,

but he stresses the need to take a closer look at the distance or conflict

between democracy and populism. According to him, populism is nothing but

a periphery located inside democracy. This paper attempts to further develop

Arditis thesis by focusing on populists political behaviour.
