Abstract
The present paper suggests that control and predication a re two different rules and cannot be incorporated in one. The antecedent of PRO is determined by the control theory and the antecedent of the empty operator is determined by the predication theory. This predication theory also applies to linking predicates to their antecedents. If the realm of control is clearly distinguished from that of predication, both theories are made simple. The control is the theta-domain relation between the controller and PRO, whereas the predication is the structural local m-command relation between the predicate and its argument or between the empty operator and its antecedent.
