학교교육 위기론을 통해 본 학교교육 내실화의 의미

Abstract

본 연구는 우리 사회의 커다란 쟁점 중의 하나로 부각되어 있는 학교교육 위기론을 검토 분석하고, 이를 토대로 학교교육 내실화의 의미를 명료화하기 위한 것이다. 우리 사회에서 학교교육 위기론은 1999년 교실 수업 담당 교사들에 의해 수업붕괴의 문제로부터 제기되어 학교붕괴, 학교교육 위기의 담론으로 이어져왔다. 이러한 논의들은 오늘날 학교가 수업의 붕괴, 생활지도의 붕괴, 학교교육 본질적 기능의 붕괴라는 문제를 겪고 있다고 진단한다. 이러한 학교교육 위기를 극복하기 위한 논의로는 학교 폐지론, 학교 강화론 등이 제기 되었다. 그런데 이러한 급진적인 변혁을 요구하는 논의들을 학교교육 실제 문제에 곧바로 적용하기에는 무리가 있다고 보고, 본 연구에서는 학교교육 내실화론에 주목하였다. 곧 학교를 현상 유지시키면서 그 본질적 기능을 회복하자는 것이 그것이다. 이 논의에서 선결되어야 할 것은 학교교육 내실화의 의미라고 할 수 있다. 본 연구에서는 효과적인 학교와 좋은 학교의 개념을 검토하고, 이를 토대로 학교교육 내실화의 의미를 제안하였다. 학교교육 내실화의 의미는 바로 학교교육의 본질적인 충실화이자 미래 지향의 학교교육을 위한 개혁적 노력을 포함하는 것이다.

From the year 1999, there has been several controversial issues about school failure in Korean education. It has been started by one school teacher's very provocative assertion of the 'collapse of classroom teaching'. And several studies concerned about school failure followed after that. The purpose of this paper is to analyse the points of those studies and to propose the meaning of school success or quality school. According to the analysis, the symptoms of school failure was revealed in several serious phenomena of schools: Collapse or drastically low level of efficiency of classroom teaching, guidance of school life, and collapse of the intrinsic function of schools. Many studies listed the shortage of educational resources, school teacher's ignorance, irrelevant educational reform policies as the causes of school failure. And it was also mentioned as the main reason of today's school failure that schools couldn't meet the N-generation's new educational needs.* Director, Teaching & learning Center in Korea Institute of Curriculum & Instruction Several arguments was proposed to overcome or prevent school failure. Those were de-schooling argument, re-schooling argument etc. But those are radical arguments which need schools' drastic change. So, we need more moderate argument about this issue for educational practice. That is the argument of school success or quality school. The meaning of school success or quality school should include two aspects of school reform. One is the successful performance of school's intrinsic function and the other is restructuring of school system for future generation.
