중국의 WTO 가입과 세계일류대학계획

Abstract

세계일류대학계획은 중국이 고등교육개혁을 목적으로 역량을 집중하고 있는 국책사업이다. 후진타오(胡錦濤) 체제로의 전환과 지방정부, 소수민족, 대학간의 마찰 등으로 인해 아직까지 명확한 실체는 공개하고 있지 않지만, 세계일류대학계획은 현재 진행 중인 고등교육개혁의 핵심사업이라고 할 수 있다. 특히 이 계획은 국제사회로부터 폐쇄성을 비판받았던 중국이 교육개방을 통해 원만하게 국제사회에 진입할 수 있는지를 가늠할 수 있는 척도라고 할 수 있다. 반공개(半公開)의 원칙으로 추진하고 있는 중국의 세계일류대학계획은 211, 985공정을 계승하면서, WTO 체제에 이르러 보다 구체적으로 심화되었다. 본 고는 논의과정과 사회적 배경을 검토하면서 대학간의 이해관계, 교육적 불균형 등을 극복하고 비교적 원만하게 세계일류대학계획을 추진하고 있는 중국교육부의 정책을 조명하였다. 이 과정에서 문헌조사법을 중심으로 중국교육부의 공식, 비공식 문건을 참고하였으나 공개를 꺼려하는 중국의 특수성을 인정하여 필요에 따라 담당공무원, 교육전문가와의 인터뷰, 전화문의, 서신교환 등의 방법도 취하였다. 본 고는 중국의 세계일류대학정책을 통해 WTO 체제에 대한 교육적 논의가 활발한 우리의 현실적인 선례를 찾고자 했다. 특히 세계적인 대학을 기다리는 것이 아니라 과감한 투자와 지원으로 성장시키고자 노력하는 자세와 복잡한 정세 속에서도 스스로의 원칙을 계획하고 지켜나가는 중국의 모습은 우리에게 시사하는 바가 클 것이다.

The Project for Worldwide Prestigious University is Chinese national policy on which the government concentrate its energies, in order to reform the higher education. Owing to the transition to Hu Jin Tao's system and the friction between district governments, minority races and universities, however still not open to the public, the Project is the core work of the higher education reform in progress. Especially, this Project is the measure by which it can be judged whether China, whose seclusion has been criticized, can enter the international society smoothly through education opening. The Project for Worldwide Prestigious University, making it a rule to half open to the public, succeeding to 211 project and 985 project, has been materialized under WTO system. This study examined the Chinese Ministry of Education's policy which is driving forward the Project smoothly, overcoming the educational imbalances and the interests between universities. This study referred to both official and unofficial documents of Chinese Ministry of Education by the method of documentary survey. And considering the distinctiveness of Chinese government that is unwilling to open its national policy to public, this study also took the methods of phone calling, writing letters, interviewing with public servants and experts, and so on. This paper intended to seek for the precedent of Korea, which is under active discussion of the WTO system from the educational point of view, through Chinese Project for Worldwide Prestigious University. It would be suggestive to us that Chinese government does not just wait a worldwide university, but supports and invests enough money in universities in order to develop them by planning thoroughly and maintaining its principles in spite of the complicated situations.
