수시1학기 모집제도에 관한 관련집단 간 인식차 분석

논문 요약2002년 처음으로 시행된 수시1학기 모집제도는 5ㆍ31교육개혁의 정신을 반영하고 있으며, 도입된 이래 이를 통한 모집정원도 점차 확대되고 있는 추세이다. 그러나 수시1학기 모집제도로 인한 고교교육의 황폐화 논란이 끊이지 않고 2005년 12월 26일에는 서울의 7개 사립대학에서 수시1학기 모집제도를 폐지하겠다고 결의하였고, 2006년 8월 31일에는 교육인적자원부에서도 수시1학기 모집제도 폐지를 검토해보겠다고 발표하였다. 이렇듯, 수시1학기 모집제도로 인한 갈등이 깊어가고 있음에도 이에 대한 체계적인 연구가 부족하여 정책결정에 혼선을 빚고 있는 실정이다. 이에 본 연구는 수시모집제도의 직접적인 관계자라 할 수 있는 전국의 학생, 학부모, 고교진로지도교사, 대학입학관계자, 4,579명을 대상으로 수시1학기 모집제도에 대한 찬반의견 및 개선안에 관한 인식차이를 살펴보았다. 조사 결과, 학생과 학부모의 수시1학기 모집제도에 대한 찬성비율이 높았고, 고교진로지도교사와 대학입학관계자의 경우 반대비율이 매우 높아서 집단 간 대립양상을 보였다. 이러한 대립양상은 학생과 학부모의 경우 대입에서의 부담을 속히 벗어나기를 희망하고, 고교진로지도교사와 대학입학관계자의 경우 업무부담이 증가했기 때문인 것으로 나타났다. 따라서 수시1학기 모집제도 개선을 위해 대입전형의 실질적 다양화, 수시1학기 합격생을 위한 교육프로그램의 내실화, 고교와 대학의 인적ㆍ물적 자원 확보, 수시1학기 모집제도에 대한 평가연구 등이 필요하다.

The purpose of the study was to analyze the differences of perceptions on early decision among stakeholders. The stakeholders meant students, parents, teachers in charge of students' college admission at high schools, and admission officers at colleges. According to the survey results, students and parents supported early decision policy. On the contrary, teachers and college officers did not support the policy. The reason that students and parents supported the early decision was because they wanted to be free from the burden of taking Korean Scholastic Aptitude Test(KSAT) exam earlier than others. On the other hand, the teachers were seriously worried about the curriculum management of the 2nd semester after early decision, which made them against early decision. The admission officers were worried about increased workload caused by early decision. Based on the research results, diversification of college admission system, a meaningful educational program for the successful early decision students, and professional human and physical resources were suggested for improving early decision.
