한국 고등교육 정책연구의 동향 분석 : 연구주제 및 연구자를 중심으로

Abstract

본 연구의 목적은 국내의 주요 고등교육 정책연구기관에서 수행된 고등교육 연구의 주제별 연구동향과 참여 연구자 현황을 체계적으로 분석하여 제시함으로써, 향후 보다 타당성 있는 고등교육 정책수립과 연구방향 설정에 대한 시사점을 제시하고자 하는 것이다. 이를 위해 지난 10년간(2000~2009) 국내의 4개 주요 고등교육 정책 연구기관에서 발간한 384편의 정책연구보고서를, 연구자가 고안한 주제 분류방식을 적용하여 주제별․시기별․연구수행 기관별로 분석하고, 아울러 정책연구에 참여했던 746명의 연구자들의 연구활동 패턴과 전공 분포를 살펴보았다. 분석 결과 국내 정책연구들은 전반적으로 거시적 차원의 정책적 목적에서 수행된 연구(책무성/질보장; 행정/지배구조)가 많고 내용적으로는 사회통합․형평성보다는 시스템 효율성을 강조한 연구주제가 주를 이루고 있음을 알 수 있었으며, 세부적인 연구주제는 시기별 정부의 정책적 관심과 수행기관의 설립 목적에 따라 보다 다양하게 나타나고 있음을 확인할 수 있었다. 이와 함께 국내 고등교육 정책연구에는 다양한 전공 배경을 가진 학자들이 참여하고 있었으며, 하나의 전문영역보다는 여러 주제 영역을 넘나들며 연구해 온 연구자들이 많은 것으로 나타났다. 이런 연구결과를 바탕으로 본 연구에서는 향후 고등교육 정책연구가 발전하기 위해서는 (1) 다양한 주제영역을 보다 균형있게 연구하고, (2) 정책이 시행되고 그 효과가 직접 나타나는 현장인 단위대학에서 발생하는 이슈에 관한 연구를 강화하며, (3) 보다 적극적으로 고등교육 분야의 핵심 주제별 전문가 육성과 발굴을 위한 노력을 기울이고, (4) 정책연구 수행기관간의 효율적 역할 분담과 연계․협력체제를 구축할 필요가 있음을 결론으로 제시하였다.

This study aims to look into methods of improving Korea's higher education policies and adjusting its direction of research. By thoroughly analyzing higher education policy studies done by major research institutes, it will examine research trends and characteristics of the researchers. To achieve this goal, 384 HE policy studies from four research institutes(MEST; KEDI; KRIVET; KCUE) which have been heavily involved in higher education policy studies were selected and analyzed by topic, study period, research institute according to the classification scheme developed by the authors. The research patterns and majors of 746 researchers in the studies were also investigated. The results show that the overall trend of the studies seemed to focus mainly on (1) system level issues rather than institutional ones; and (2) efficiency rather than social integration/equity. However, frequencies of sub-topics varied according to periodical changes of policy foci of Korean government and the characteristics of research institutes concerned. In addition, individual researchers tended to cover multiple topics and researchers academic backgrounds were quite diverse. The findings of the study suggest that (1) more balanced research topics including institutional issues should be dealt with in future policy studies; and (2) more deliberate government efforts to nurture higher education researchers and to facilitate closer collaboration between higher education research institutes should be considered in the future.
