寡疎•過疎地域의 諸問題와 對策 - 江原地域을 事例로 -

Abstract

The remarkable economic progress of Korea in the course of rapid urbanization and industrialization during the past two decades has accompanied problems of over population and depopulation on the metropolitan and rural areas, particularly for the overconcentration of population on the capital region. Many political measures have been formulated and implemented, but the results seem to be unsuccessful. In addition, the depopulating area also needs rexamination of the problems in respect to balanced regional development and social welfare of the rural inbabitants.

This paper deals wit: the problems of depopulation and sparsity of rural areas, which was defined by using criteria of higher population decrease rate for 1970~80 and the lower ratio of cultivated land of each Gun(county). The analysis and measures were made largely on Chunchon, W onju, Gangnung and Yeongwol rurban community in Gangwon mountaineous province through the growth stability of community life and their basic needs approach in the national goal and level, as a case. During the period of 1970"'80, 54 out of 139 Gun experienced heavy population decrease ( -2% per annum or more) in Korea.
