山村地域開發을 위한 硏究試論

Abstract

This paper focuses on some methodological consideration on how to approach the development of mountain areas, specially for the improvement of the living conditions of residents in mountain areas.

Fist: In order to efficiently enhance the development of mountain regions the following key subject matters are considered in advance: 1) to enact a comprehensive mountain development law , 2) to foster a seat of parish (Korean civil minor administractive division) as a primary unit of mountain community center for the mountain settlers, 3) to improve local road networks within mountain regions. All of these should be provisioned at the scale of national development policy.

Second: As for a specific strategy, to improve mountain regions' living environment, it is necessary to induce intensive investment for development of parish seat no only as administractive center but also community life center. For example, parish seat as a key settlement by provision of such primary functions as housing, employment, and services.

Third: The development of economic base of mountain region should be specialized based upon the mountain regions' socio-economic characters and physical sets. And it its also necessary to diversify economic bases to meet increased demand for mountain land uses no only for production function but also the functions of ecological protection, activity place, and civic play-recreation.
