대학의 기술 이전: 체제분석과 방향모색 : 서울대학교를 사례로

Abstract

본 연구는 서울대학교를 사례로 대학의 기술이 사회로 환원되는 기술이전 과정이 어떤 제도와 체제하에서 작동하고 있으며, 어떤 문제점을 내포하고 있는지를 밝혀서 바람직한 기술이전체제를 모색하고자 하였다. 서울대학교 내에는 연구 및 기술이전과 관련된 업무 분장이 명확히 구분되어 있지 않아 지식의 창출자의 역할을 넘어 연구성과의 전파자의 구실을 할 수 있는 종합적인 계획이 마련되어야 할 필요성이 제기되었다. 기술이전의 특성으로 살펴보기 위하여 기술이전 경로를 연구자의 직접이전, 기업과 파트너쉽에 의한 상호협력이전, 기업으로의 직접이전으로 유형화하였을 때 기술공금자인 대학연구자개인에 의한 이전형은 상업화가 미약한 편이다. 한편 기술개발자와 기업의 쌍방이 유리한 파트너쉽에 의한 이전은 매우 활발하며, 주로 대기업이 상대역이다. 대학의 연구단계로부터 대학의 기술이전단계를 지나 제품생산 출하단계에 이르기까지 기술이전 및 협력을 행하는 과정을 통합한 서울대기술이전체제 모형은 한국대학의 기술이전 모형으로 정착시키는 계기를 마련하게 될 것이다.

This study is to investigate the university-enterprise technology transfer process with a case study of the Seoul National University (SNU) Research Park. Since the task of the research and technology transfer in the Park is not clearly defined, it turns out to be necessary to set up a comprehensive plan to facilitate university's role in business innovation. The study classifies the paths of technology transfer into three categories: direct commercialization by a university researcher, cooperative partnership between research and enterprise, and direct transfer into enterprise. Among them the direct commercialization has been least developed, whereas the cooperative partnership, especially with large enterprise, have been most developed. A model of "SNU technology transfer system" is proposed to integrate the whole process of university-enterprise technology transfer and cooperation.
